ROLE & RESPONSIBILITIES

The Director of Pre-Construction’s primary role is to support early to mid-stage development projects with technical inputs and lead estimating, constructability, construction schedules and other critical activities as projects advance to the start of construction for Primergy’s pipeline. In this role, you will serve as an owner’s representative, partnering closely with development, interconnection, development engineering, permitting, valuation, project finance, legal, procurement, execution and construction teams to ensure projects are fully de-risked and optimized prior to final notice-to-proceed. Secondary role will be supporting the execution team Project Directors with RFP solicitations, EPC selection and contracting.

 

This position plays a critical part in transitioning projects from early development phase through design, budgeting, contracting, and readiness for construction.

 

RESPONSIBILITIES INCLUDE

  • Establish and maintain relationships with EPCs, solicit project-specific capex estimates, including detailed cost breakdowns and spend schedules aligned with development and interconnection milestones for Primergy’s priority projects.
  • Demonstrate a willingness to learn and support OpEx estimating, including understanding long-term operations and maintenance cost drivers and how they interface with construction decisions.
  • Work with the development, interconnection, engineering, procurement and executions teams on preliminary capex cost estimates, indicative schedules, equipment options and construction execution strategy throughout the development phases of projects
  • Work closely with development engineering and the development teams in the early stage of a project to identify construction risks and assumptions to track through the development lifecycle of the project to derisk prior to execution of a PPA
  • During the early development stage of a project, support the development engineering team with identifying requirements for preliminary geotechnical investigations and pile load testing, offsite site access options and constraints, construction water needs and availability and any site constructability concerns with the preliminary layout that will need to be mitigated or included in the constraints assumptions.  
  • Support the development engineering, procurement and execution teams to build comprehensive bid packages that include all project level information, assumptions and risks to minimize scope gaps.
  • Support the execution and procurement teams in reviewing received EPC bids and identifying any exclusions that can result in pricing increases, and assist with the preparation of recommendations and presentations to the leadership team on EPC selection and strategy
  • Regularly communicate and update the broader Operations Team on the current market conditions and industry capex pricing and scheduling trends.
  • Maintain a database to aid in the preparation of capex cost estimates and forecast project construction timelines
  • During the development phase, identify and prepare a comprehensive list of construction permits for each project and ensure that requirements are incorporated into the EPC RFP solicitation and are derisked if critical path to start construction
  • Represent at public agency and other stakeholder meetings to discuss project level details from a construction perspective
  • Work cross functionally with other groups within the organization to improve processes and boost efficiency  

 

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor degree in engineering or construction management preferred or equivalent combination of education and experience.
  • Extensive experience in the construction industry managing large-scale and distributed generation renewable energy projects
  • Minimum of 10 years of related experience in the development and construction industry with an emphasis on renewable energy
  • Experience with data center power supply projects a plus.
  • Strong interpersonal skills, with ability to manage customer relationships.
  • Excellent proficiency with Microsoft Office (Excel, Word, PowerPoint, Outlook, and Teams)
  • Strong leadership and communication skills.

  • Must have strong negotiation skills and experience in a key role in negotiating and executing contracts with consultants and contractors.
  • Must have experience working with federal, state and local AHJs with a successful track record of establishing and maintaining positive relationships with stakeholders  
  • Ability to quickly step into new tasks and adapt to new circumstances in a dynamic environment.
