General Purpose: The individual holding this position is required to support and demonstrate their commitment to the Longevity Health Statement of Purpose, which is: To improve the health and quality of life of nursing home residents by caring for their unique medical, social, and emotional needs.

The Vice President of Regulatory Affairs will serve as a liaison between various health plans and state agencies, including departments of insurance. With minimal managerial direction, the VP will effectively manage the health plan’s regulatory relationships.

 

Key Tasks and Responsibilities:

  • Support the organization for all things (state, federal or otherwise) related to regulatory matters and guidance.
    • Includes guidance for all entities, including but not limited to Plans and IPA’s.
  • Responsible for preparing and maintaining pre‐market submissions, license applications and filings related to current holdings or expanded holdings in the future. This includes NAIC Forms A, B, C, D, F, and others.
  • Provide regulatory strategy and support in markets.
  • Responsible for maintaining the communication and managing relationships with regulatory authorities. Engage in frequent and regular communications with notified bodies by maintaining current knowledge of the developments and changes to applicable laws, regulations, and industry standards.
  • Independently investigates and responds to inquiries, concerns, and information requests presented by regulatory agencies.
  • Provides strategic direction, tactical and regulatory expertise to internal workgroups, and clearly articulates the state and/or federal expectations to the executive team.
  • Advocates on the Plan’s behalf to obtain agency approval of Plan initiatives and to mitigate any disciplinary actions, (e.g., sanctions or corrective action plans).
  • Is accountable for ensuring all Plan(s) comply with newly issued regulatory notices.
  • Independently represents the Plan(s) in meetings with state agencies and consumer advocates.
  • Escalates issues to management as needed to resolve/address issues that may render the Plan out of compliance with regulatory or contractual requirements.
  • Act as Plans’ subject matter expert in DOI regulations.
  • Identify, inventory, and analyze all Division of Insurance requirements within the states Company’s Plans and entities (e.g., IPA’s) operate and/or plan to operate in the future. Coordinate distribution, comment collection and submission process for updated regulations.
  • Work collaboratively with various areas of the Company to assess and implement requirements.
  • Lead and manage other Regulatory Affairs team members as appropriate and when hired.
  • Monitor and interpret federal and state guidance, changes, regulations, announcements, and other sources of requirements; analyze and communicate requirements to the relevant business owners.
  • Responsible for researching, resolving, and preparing, a written response which meets regulatory requirements and provides detailed explanations and information to the recipient on extremely complex regulatory issues.
  • Performs other related duties as assigned.

 

Credentials & Coverage:

  • Valid state driver’s license with a good driving record and proof of automobile insurance required.
  • Auto liability insurance coverage per minimum required by home state.

 

Education and Training:

  • Bachelor’s Degree required.
  • Law degree preferred, but not required if a candidate has extensive Medicare Advantage (“MA”). regulatory experience, particularly in multiple states.
  • Strong state insurance regulatory experience required whether the candidate has a law degree or not.

 

Knowledge, Experience, and Skills:

  • At least 5 years’ experience preferably in MA environment but minimally a in a health care, or insurance (managed care) industry or related government environment at a similar level of autonomy and responsibility as described above.
  • Proficiency in Microsoft Office computer programs, including MS Word, Excel, and PowerPoint.
  • Regulatory compliance experience preferred; health care compliance programs experience strongly preferred.
  • Direct experience with DOI regulations preferred.
  • A background with Medicare, Medicaid and/or health plan operations is strongly preferred.
  • Knowledge of the Federal and State regulatory environment in the health insurance field.
  • Ability to communicate the organization's position to external entities.
  • Strong written, verbal, listening and communication skills—having the ability to understand and communicate.
  • Must be able to prioritize work and use independent judgment.
  • Ability to build and maintain relationships.
  • Data analytics and data mining experience a plus.
  • Aptitude in decision‐making and working with numbers.

Company Overview:

Founded in 2018, Longevity Health started as an Institutional Special Needs Plan (ISNP), a type of Medicare Advantage health plan that addresses significant unmet needs of long-term institutionalized members who reside in nursing homes.  Through rapid growth from 2018 to 2022, we expanded our market footprint and currently offer ISNP Medicare Advantage plans in Colorado, Florida, Illinois, Michigan, New Jersey, New York, and North Carolina.
