JOB DESCRIPTION:
Pinao Consulting is and 8(a) Economically Disadvantaged Woman Owned Small Business (EDWOSB) seeking an experienced Enterprise Architect – Mid.
DUTIES and RESPONSIBILITIES:
- Provide specialized enterprise architecture expertise to assist in the planning, development, and execution of the NIH Enterprise Architecture (EA) strategy, consistent with EA guidance supplied by the government (e.g., FISMA, OMB, NIST etc.) and the latest industry standards. EA support shall cover the four sub-architecture domains – Strategy, Business, Data, Applications, Technology, Security.
- Collaborate with NIH ICs to create and maintain an NIH strategic plan in alignment with HHS strategic plan and NIH policies and business strategy.
- Establish and maintain a line of sight from the strategic goals to infrastructure solutions.
- Develop and maintain Enterprise Architecture Repository for NIH.
- Update and maintain NIH data submission in HHS EA Repository as needed.
- Develop standards documentation, guidance documentation, manuals and training materials as needed for the standard technology stack proposed in the EA repository.
- Support digital-NIH be setting up and facilitate a functional NIH Enterprise Architecture Subcommittee (NEAS) within the NIH OCIO that can review and assist in adopting new technologies trans-NIH. The NEAS objectives shall be to ensure NIH mission and goals alignment, reduce technical debt over long term with a review of industry trends in specific technology domains and provide actionable recommendations to the requesting program(s).
- Provide a cloud-smart approach to all architecture initiatives for OCIO and trans-NIH activities that aligns with NIH OCIO goals. NIH is a large consumer of both AWS and Azure services, thus a flexible, vendor agnostic approach is required.
- Create and maintain an NIH OCIO EA that is comprised of Business, Application, Technology, Data/Information and Security architectures that align with NIH policies and strategy.
- The program shall focus on the following principles:
- Democratize EA - Make EA Repository, Views, Model, and Information accessible and usable by all levels of the organization, Crowd source information gaps, centralize single source of truth of enterprise information, Enable information sharing.
- Optimize the Enterprise - Reduce duplication, Lower maintenance costs, optimize for total Return on Investment including technology exit cost.
- Create and maintain security architectures/designs. Develop, and implement comprehensive security solutions to safeguard the NIH’s digital infrastructure, data, and assets. Analyze existing security measures, identifying vulnerabilities, and create strategies to mitigate risks. Work closely with stakeholders to understand business objectives and tailor security frameworks accordingly.
- Utilize Standard Technologies -Ensure interoperability across solutions, Re-usable components, systems, modules, and processes, enable efficient collaboration, Strengthen enterprise security and reliability.
- Create Business and Customer-Centric Services - Make government systems and data more accessible, reduce confusion and complexity, Increase efficiency.
- Ensure Business Continuity - Critical systems tolerant to disasters, Data/information will remain in-tact and Staff and customers continue to receive needed services.
- Collaborate with the OCIO CISO to create and maintain an NIH Security Architecture that is in alignment with NIH/HHS policies and strategic direction.
- Create and run an NIH wide Enterprise architecture governance board.
- Create and maintain a set of OCIO EA policies in alignment with HHS NIH OCIO policies and NIH business and IT Strategy.
- Ensure that proposed architectures adhere to the OCIO Business Architecture and aligns with the IT vision of NIH and supply feedback/direction to bring the proposed architecture into compliance.
- Work with Solution, Technology, and Data Architects to align Solution, Technology and Data architectures to the target business architecture
- Explore architecture alternatives that will foster business process improvements and optimal returns on investments.
- Create a business architecture for a given business in alignment with the OCIO Enterprise architecture.
- Provide Business case development by Analyze proposed projects or initiatives to determine if the project or initiative should be approved/implemented by describing the business opportunity the proposal will impact, analyze, and select a list of options, work with solution, technology, and data architects to evaluate the options and develop an implementation strategy in alignment with the OCIO EA architecture strategy.
- Provide Business Process Transformation by creating collaborative teams to identify OCIO stakeholders, understand their needs, identify areas of change, gain stakeholder buy in, and work with solution architects to redesign business processes using new technologies and other resources that align with OCIO architecture goals and strategy.
- Assist with the creation and refinement of OCIO policy to align with OCIO goals and objectives.
- Assist/collaborate in the creation and maintenance of a NIH strategic plan by providing the Business Architecture prospective in alignment with NIH Policies and business strategy.
- Ensure the Business Architecture prospective is incorporated into the NIH security architecture.
- Ensure that proposed architectures adhere to the OCIO Technology Architecture and aligns with the IT vision of NIH and supply feedback/direction to bring the proposed architecture into compliance.
- Support automation of OCIO Business Processes to provide guidance on technology stack and the automated processes architecture including implementation of proof-of-concepts on low-code platforms.
- Create and maintain a set of Technology solution design patterns for commonly occurring problems within the NIH Technical solution space.
- Assist with the creation and maintenance of OCIO policy based upon the recommended and approved Technology architecture.
- Technology architecture shall include a repository for NIH technologies to be maintained by the contractor.
- Collaborate with Business, Data, and Application architects along with Security SMEs to create and maintain NIH security architecture.
- The Contractor shall coordinate with compliance and alignment organizations/groups to ensure that cloud projects/initiatives align with Federal Enterprise Architecture Framework (FEAF), and other federal and OCIO architecture and system policies, standards, and guidelines.
- Assist/collaborate in the creation and maintenance of a NIH strategic plan by providing the Technology Architecture prospective in alignment with NIH Policies and business strategy.
- Create and maintain a Technology Portfolio that can view technology risks in a timeline, relate business applications to application service, associate an application service to a hardware
- technology risk calculation. The solution shall use automation and sensor input and minimize manual input of data.
- Ensure that proposed architectures adhere to the OCIO Applications Architecture and aligns with the IT vision of NIH and supply feedback/direction to bring the proposed architecture into compliance
- Collaborate with Business, Data, and Technology architects along with Security SMEs to create and maintain the NIH Application architecture.
- Maintain the Application Portfolio Management (APM) service.
- Create/maintain Application design patterns used to design and build applications. Application design patterns shall align with proposed business, technology, security, and data architectures.
- Assist/collaborate in the creation and maintenance of a NIH strategic plan by providing the Application Architecture prospective in alignment with NIH Policies and business strategy.
- Application architecture shall align with OCIO, and NIH IT vision. Contractor shall supply feedback/direction to integrate the proposed architecture into compliance.
REQUIRED QUALIFICATIONS:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below.
Skills / Qualifications:
- Possess in-depth knowledge of Enterprise architecture
- One or more of the following certifications TOGAF, Open CA, Zachman Certified Architecture, CBA (Desired, but not required)
Education:
- Bachelors degree or equivalent combination of education and experience.
Security Clearance:
- US Citizenship and ability to obtain a Public Trust clearance required.
Work Experience:
- 5+ years of related platform-based experience in technology strategy or solution delivery.
