JOB DESCRIPTION:

Pinao Consulting is seeking a Product Manager to join our team supporting Temporary Assistance for Needy Families (TANF) with Data Portal Software Development Services.

 

DUTIES and RESPONSIBILITIES:

• Serve as a direct liaison to the government product team and shall be responsible for the management of the project milestones and deliverables in support of the product owner.
• Plan project stages and assess business implications for each stage.
• Monitor progress to assure deadlines, standards, and cost targets are met.
• Provide support in areas such as project oversight, communication, risk management, scheduling, estimating, analysis of alternatives, operational analysis, and knowledge management.
• Project Management Office (PMO) tasks and activities may consist of developing and maintaining an integrated master schedule, project charters requirements development and documentation, and project specific documentation such as (ex: Quad charts, relaying project status).

 

 

REQUIRED QUALIFICATIONS:

 

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below. 

 

Skills / Qualifications:

• Experience as a scrum master, product manager, agile coach, or a similar role.
• Project Management Professional (PMP) certification (Preferred).
• Excellent technical, diagnostic, and troubleshooting skills.
• Strong leadership and organizational abilities.
• Willingness to build professional relationships with staff and clients.
• Excellent communication, motivational, and interpersonal skills.
• Have experience in at least 10 of the following:
  • Agile development practices
  • Automated testing (unit/integration/end-to-end)
  • Continuous Integration and Continuous Deployment
  • Refactoring to minimize technical debt
  • Development, security, and operations (DevSecOps) engineering
  • Data science/machine learning
  • Application Protocol Interface (API) development and documentation
  • Open-source software development
  • Cloud deployment
  • Open-source login/authentication services
  • Product management and strategy
  • Usability research (ie. stakeholder interviews, usability testing)
  • Accessibility/508 compliance
  • User experience and product design
  • Wireframing, prototyping, and user task-flow development
  • Content design and copywriting
  • Building and testing public-facing sites and tools
  • User outreach and user adoption strategy
  • Database design, SQL queries, and ElasticSearch/Kibana
  • Security and compliance regulations for FISMA-moderate systems

 

Education

• Bachelor’s degree in computer science, engineering, or a related field OR equivalent combination of education and experience.

• 5+ Years

Clearance: Homeland Security Presidential Directive 12 (HSPD-12) Tier 1 clearance (or Tier 4 if handling PII)

 

Salary Range: $116,500-126,500
