Policy Manager

ORGANIZATIONAL OVERVIEW:


Liberation in a Generation (LibGen) is a movement support organization dedicated to advancing the economic liberation of people of color within one generation. Formed in 2019, LibGen is dedicated to building the power of people of color to totally transform the economy—who controls it, how it works, and most importantly, for whom. We bring together advocates, community organizers, economists, and other proven and emerging leaders of color across the country to build a Liberation Economy, within one generation.


 


POSITION SUMMARY:


The Policy Manager will manage projects that design and advance economic policies reflective of the interests of our grassroots partners, coordinate and convene partners to explore policy issues and solutions, and advocate on policy issues to advance LibGen’s policy agenda. The policy manager will directly support LibGen’s grassroots and movement partners through policy research, writing, advocacy training and technical advocacy support. Additionally, the Policy Manager will engage grassroots partners in shaping and advancing Liberation Guarantees, curbing corporate power, and tax reform policy priorities.


 


ROLES AND RESPONSIBILITIES:


Research & Writing



  • Conduct policy research/analysis and develop outlines and drafts for economic policy proposals, including briefs, framing papers, and reports. 

  • Translate complex policy issues and data into interesting one-pagers and visual graphics that appeal to grassroots partners and other key audiences.

  • Contribute to updating existing LibGen policy and research materials, including the Liberation Guarantees.

  • Offer local or state-based policy research support to our grassroots partners.

  • Develop and share unique content and analysis via the LibGen blog and other platforms.


 


Partner Engagement & Advocacy



  • Plan and facilitate convenings of organizers and racial justice groups to engage in thoughtful and productive discussions about solutions to curbing corporate power and reforming the tax code.

  • Support the planning, co-creation, coordination, and facilitation of policy design circles and other innovative approaches to vet LibGen’s policy proposals with grassroots and movement leaders and incorporate their expertise into our policy design.

  • Support LibGen staff by conducting training and providing policy and advocacy support to grassroots and movement partners.

  • Develop tools and materials for grassroots groups to advance their policy and advocacy capacity. 

  • Participate in relevant networks and coalitions, and participate in partner events.


 


Project Management & Admin



  • Manage projects involving staff, grassroots partners, organizers, researchers, and advocates by developing project work plans, coordinating schedules, facilitating check-in calls, and tracking progress toward deliverables.

  • Contribute to LibGen’s event planning teams. 

  • Steward a culture that is aligned with LibGen’s stated values

  • Other duties as assigned.


 


QUALIFICATIONS:


The ideal candidate will have a demonstrated commitment to racial and economic justice with an approach that aligns with the values of Liberation in a Generation. LibGen is looking for someone who can work with radical pragmatism and flexibility while holding the mission of the organization as a guiding principle of their work. The candidate must have a proven track record doing policy design, research, and advocacy. Further, candidates must be a skilled writer and have a track record of building positive relationships with diverse partners. 


 


EXPERIENCE AND SKILLS:


Required



  • Must have a demonstrated commitment to racial and economic justice, and a desire to build a Liberation Economy.

  • 4-year degree and a minimum of 3-5 years relevant work experience in the fields of racial and economic justice doing policy design, research, and/or advocacy (professional and life experience may be considered in lieu of a bachelor’s degree).

  • Strong writer and policy analyst able to draft clear and compelling policy briefs and reports using LibGen voice and translate complex concepts for diverse audiences.

  • Demonstrated experience cultivating positive relationships with varied groups, including advocates, lawmakers, organizers, and/or grassroots groups.

  • Detail-oriented with strong organizational and project management skills.

  • High level of comfort working remotely and independently. Able to carry out tasks and use good judgment with minimal supervision. 

  • Ability to maintain regular check-ins with supervisor and the entire team regarding workload/capacity, priorities, and any challenges or difficulties with assignments.


 


Preferred



  • Expertise or interest in the policy areas of housing, jobs, health, and/or corporate power.

  • Experience with local, state, or federal policy advocacy. 

  • Skilled facilitator with experience planning and leading meetings, convenings, workshops, and/or events.

  • Flexibility and ability to prioritize and manage multiple activities in a fast-paced, start-up environment.

SUPERVISORY RESPONSIBILITY: No


 


TRAVEL: This position requires up to 25% domestic travel. 


 


SALARY AND BENEFITS: Salary range of $84,000 to $105,000 annually commensurate with experience. LibGen offers an excellent benefits package that includes generous paid time off, three respite weeks off throughout the year, a 3% employer contribution to retirement account, and 100% employer paid medical, dental, and vision premiums for you and your dependents.

Outside employment that creates a conflict of interest or that affects the quality or value of your work performance or availability at LibGen is prohibited. The organization recognizes that you may seek additional employment during off hours, but in all cases expects that any outside employment will not affect job performance, work hours, or scheduling, or otherwise adversely affect your ability to effectively perform your duties. Any conflicts should be reported to your supervisor. Failure to adhere to this policy may result in discipline, up to and including termination.

LibGen staff and members of their household are expected to be free of interest or relationships that are actually or potentially detrimental to the best interest of LibGen and should not participate in any transactions involving LibGen in which they have, or a member of their household has a significant undisclosed personal, professional, or financial interest. A conflict of interest may also occur if an employee’s outside of work interests or activities interfere with or conflict with, or cause of the appearance of conflict, with the employee’s implementation of LibGen business.
