The AMR Action Fund has been created to invest more than $1B to bridge the funding gap and respond to the threat from antimicrobial resistance. The Fund aims to finance companies through which it will deliver two to four new antibiotics to patients that will treat the critical life-threatening infections caused by drug resistant microbes. The Head of External Affairs, working closely with the AMR Action Fund senior management and Policy Advisory Group, will be responsible for oversight of all global external communications related to Fund activities and provide guidance for development of strategic policy initiatives, frameworks and evidence for use at global, regional and local levels related to Fund objectives, including push and pull incentives and market-level reimbursement reforms.
The strategic policy initiatives include:
External Stakeholder Engagement. Collaborate with organizations such as IFPMA, EFPIA, JPMA, PhRMA/BIO and other groups with a focus on initiatives closely aligned with Fund areas of interest. This may include leading certain targeted working groups and interacting with and aligning views with others involved in trade group engagement and AMR stakeholders.
Value Framework Development and Novel Payment Policy. Responsible for expanding the focus on value framework policy development and facilitating uptake of novel payment models. Includes understanding current landscape, policy gaps and potential opportunities for accelerating uptake of new models.
Policy Research and Development. Provides thought leadership of key policy positions and initiatives focused on areas such as value-based health care, value frameworks, pricing, access to medicines, stewardship, life science industrial policy and investor ecosystem in AMR life science innovation. Works with experts and external stakeholders to understand, build, and communicate evidence to inform policy positions.
Communications oversight includes approval of the strategic communications plan, provides input for core external communications materials such as press releases, Q&A, statements, fact sheets, Op-Eds, talking points, slides, etc. and coordinates with other key Fund stakeholders to ensure messaging is consistent and that they have the appropriate support for key initiatives.
Graduate degree in health, health economics, Finance, public policy, or biomedical field required
20+ years of experience in biopharmaceutical industry/policy issues or related health care field
Experience leading cross-functional or matrix teams
Experience in policy analysis, research, and development
Experience in value-based payment policies and/or value frameworks
Demonstrated track record of project management leadership, organizational skills and attention to detail
Ability to manage multiple projects in parallel with tight timelines
Exceptional written, oral, communication skills and interpersonal skills, with a history of publication and/or public presentation
Must be legally authorized to work in the United States without restriction
Must be willing to consent to a drug test and background check (if required)
Must be 18 years of age or older
