Job Description: Manager, Energy & Utilities

Position Summary
We are hiring a Manager, Utility Relations & Energy Optimization to be EVCS's single point of contact with utility companies across our entire charging network. This is a high impact, visible role that directly influences our unit economics. You will own every dimension of our utility relationships, from initial interconnection and account setup through ongoing rate optimization, billing audits, and tariff advocacy, ensuring EVCS is always on the best possible rate structure and receiving every program benefit available to us.
This role requires someone who is equally comfortable analyzing a complex utility tariff sheet and walking into an in person meeting with a utility key account team to negotiate on EVCS's behalf.
Responsibilities
Utility Relationship Management

Serve as the primary point of contact for all utility companies across EVCS’s network, building and maintaining productive, lasting relationships with utility key account managers, rate engineers, and regulatory affairs teams.

Own all utility communications, including service applications, rate inquiries, interconnection requests, billing disputes, and program enrollments.

Represent EVCS in utility working groups, rate case proceedings, and industry forums to protect and advance EVCS’s interests.

Monitor regulatory dockets and utility rate case filings for changes that may affect EVCS’s operating costs.
Rate & Cost Optimization

Conduct comprehensive tariff analyses across all EVCS utility accounts to identify opportunities to migrate to more favorable rate structures, including EV specific rates, time of use (TOU) plans, and peak shaving strategies that reduce demand charges at each site.

Develop and maintain a portfolio wide view of EVCS’s energy costs, tracking cost per kWh, demand charges, and total utility spend across the network.

Identify, enroll, and manage participation in utility incentive programs, rebates, demand response programs, and make ready initiatives.

Partner with the operations and site development teams on battery energy storage system (BESS) strategy, applying TOU and peak shaving learnings to inform where storage investments will yield the greatest cost reduction.

Evaluate and pursue BESS revenue opportunities through utility and grid programs, including Demand Side Grid Services and Resource Adequacy programs, and identify sites where BESS can support building energy savings arrangements with site hosts.
Billing Systems & Auditing

Develop deep fluency in the billing systems, rate calculation methodologies, and tariff structures of each utility in the EVCS footprint.

Audit utility invoices to identify billing errors, misapplied rates, and overcharges, and lead the resolution process to recover funds.

Maintain a current and accurate database of all EVCS utility accounts, rate schedules, contract terms, and billing data.

Build reporting and dashboards that give leadership real-time visibility into energy costs, anomalies, and optimization opportunities across the portfolio.
Experience
Required

Bachelor Degree
-
3+ years of experience in energy management, utility operations, or a closely related field, ideally including direct experience working at or with regulated electric utilities.

Deep working knowledge of commercial and industrial (C&I) utility rate structures, including demand charges, time of use rates, ratchet clauses, and power factor penalties.

Demonstrated ability to analyze complex tariff schedules and model the financial impact of rate alternatives.

Experience managing utility relationships across multiple states and navigating the processes of several different utility service territories.

Strong written and verbal communication skills, with a track record of advocating effectively with utility companies on behalf of a commercial customer.

Proficiency with data analysis tools (Excel, SQL, or comparable) to manage large billing datasets and build financial models.
Strongly Preferred

Experience with EV charging infrastructure, energy storage, or distributed energy resources (DERs).

Familiarity with utility EV rate pilots, make ready programs, and demand response programs designed for EV operators.

Background in energy procurement or energy consulting, with exposure to multiple utilities across different regions.

Experience working with or at a Certified Energy Manager (CEM) level, or equivalent professional credential.

Knowledge of FERC, NERC, and state PUC regulatory frameworks.
