We are seeking a highly motivated Technical Advisor to support Enterprise Autonomy initiatives for a longstanding Department of War client. This role will provide technical advisory services to the team overseeing the development of a federated data platform and will serve as a primary technical interface between government stakeholders and software development vendors translating operational needs into clear technical requirements and ensuring those requirements are successfully delivered. The role combines strong technical expertise with program and vendor management to provide informed technical direction, evaluate proposed solutions and tradeoffs, identify and mitigate technical risks, and hold development teams accountable for performance, schedule, and quality. The ideal candidate will combine strong technical understanding and a development background with exceptional written communication skills.  Candidates should have sufficient software engineering and systems experience to engage credibly with developers, understand system architectures and implementation challenges, and independently assess technical work while also operating effectively in a dynamic, multi-stakeholder environment, serving as a bridge between the senior leaders, product owners, and multiple technical teams driving to implementable solutions. 

 

Position Responsibilities

  • Serve as the business lead and trusted technical advisor within one or more Agile/Scrum teams supporting a federated platform and associated applications.
  • Partner with product owners, end users, senior leaders, and technical stakeholders to elicit, analyze, refine, and document business needs, mission workflows, and desired outcomes.
  • Translate business and functional requirements into clear, technically feasible epics, features, user stories, acceptance criteria, and prioritized backlog items.
  • Work with architects, developers, engineers, cybersecurity personnel, and other technical stakeholders to develop achievable technical approaches, delivery milestones, estimates, dependencies, and implementation plans.
  • Advise product owners and leadership on technical feasibility, tradeoffs, risks, sequencing, and impacts to schedule, cost, performance, interoperability, and sustainment.
  • Support Agile ceremonies, including backlog refinement, sprint planning, daily standups, sprint reviews, retrospectives, and release planning, as appropriate.
  • Facilitate communication and shared understanding between business stakeholders and technical teams; resolve or elevate requirement ambiguities, competing priorities, and cross-team dependencies.
  • Review proposed designs, implementation plans, and delivered capabilities to ensure alignment with approved business requirements, user needs, and acceptance criteria.
  • Support user acceptance testing, demonstrations, feedback sessions, and iterative refinement of capabilities based on operational and stakeholder input.
  • Track technical and programmatic risks, issues, assumptions, decisions, and dependencies; develop recommended mitigation strategies and elevate issues requiring leadership action.
  • Prepare clear, concise briefings, decision papers, status reports, technical summaries, and other written products for technical and nontechnical audiences.
  • Provide technical oversight and mentoring to development teams as needed, drawing on prior software-development experience to identify implementation concerns and promote sound engineering practices.
  • Coordinate across multiple Scrum teams and external stakeholders to support integrated planning, dependency management, and delivery of interoperable solutions.
  • Remain current on relevant technologies, Agile delivery practices, and mission-domain developments; recommend practical improvements to processes, tools, and technical approaches.

Required Qualifications

  • Bachelor’s degree in computer science, software engineering, information systems, engineering, data science, or a related technical field.
  • Five or more years of progressively responsible experience in software development, systems engineering, technical product delivery, business analysis, or a closely related technical discipline.
  • Demonstrated hands-on experience as a software developer, software engineer, or comparable technical practitioner, including the ability to understand software architecture, integration patterns, APIs, data flows, testing, and deployment considerations.
  • Three or more years supporting Agile/Scrum delivery teams in a business-facing technical role, such as technical product owner, business analyst, technical analyst, systems engineer, solutions architect, or technical project lead.
  • Demonstrated ability to translate mission or business needs into well-defined technical requirements, user stories, acceptance criteria, and incremental delivery plans.
  • Experience collaborating directly with end users, product owners, senior leaders, and cross-functional technical teams in a multi-stakeholder environment.
  • Strong analytical, problem-solving, facilitation, verbal communication, and technical-writing skills.
  • Experience identifying technical risks, dependencies, tradeoffs, and implementation constraints and communicating them effectively to decision-makers.
  • Ability to work on-site in Arlington, Virginia, with travel up to 5 percent.
  • Active Secret clearance, or ability to meet the position’s stated clearance requirement.

Preferred Qualifications

  • Master’s degree in a relevant technical, systems, or business discipline.
  • Experience supporting Department of War, federal, or other complex enterprise environments.
  • Experience with enterprise platforms, cloud-based systems, data platforms, autonomy-related systems, or federated architectures.
  • Experience with product-management and Agile work-management tools, such as Jira, Azure DevOps, Confluence, or comparable tools.
  • Agile, Scrum, product-owner, business-analysis, systems-engineering, or project-management certification.
  • Experience supporting software integration, DevSecOps, cybersecurity coordination, test planning, or user acceptance activities.
