We are seeking a highly motivated Data Policy and Governance Lead to support enterprise AI and autonomy initiatives for a longstanding Department of War client. This role is pivotal in shaping the rules, standards, and technical mechanisms that govern data and AI model sharing for mission-critical applications. The ideal candidate will combine deep policy expertise with a strong understanding of modern data architecture, serving as a trusted advisor to senior Department stakeholders while guiding technical teams toward secure, compliant, and rapid data access.

Core Objective: Establish and enforce a unified, consistent methodology for determining and enabling secure, rapid access to data and AI models across the Autonomy.mil ecosystem.

Position Responsibilities

  • Standardized Access Methodology: Establish a consistent, repeatable framework to determine who can access specific data sets and models, under what conditions, and with what handling protocols.
  • Streamlined Provisioning: Build and oversee clear, friction-free workflows to accelerate user access to non-birthright data for authorized personnel.
  • Technical Enforcement: Audit access controls within Databricks Unity Catalog to ensure automated, consistent rule application.
  • Vendor Standardization: Mandate and enforce that all integrated third-party vendor capabilities adhere to the program’s access and governance standards.
  • Policy & Security Alignment: Ensure continuous alignment with Department of War (DoW) mandates and manage program Security Classification Guides (SCGs).
  • Sharing Agreements: Manage the drafting, execution, and upkeep of all Data and Model Sharing Agreements (DSAs/MSAs) to guarantee secure, consistent cross-organizational access.
  • Policy & Standards Integration: Represent Autonomy.mil in strategic policy discussions and technical working groups (e.g., ontology standardizations) to help shape data governance, interoperability, and enterprise AI guidelines.

Required Qualifications

  • Active Secret (or higher) clearance.
  • Bachelor’s degree in Data Science, Information Technology, Public Policy, Systems Engineering, or a related field.
  • 5+ years of experience in data governance, data policy, or enterprise data management.
  • 3+ years of experience working in a Department of Defense (DoD) or Department of War (DoW) environment.
  • Demonstrated experience managing Data Sharing Agreements (DSAs/MSAs) and ensuring compliance with federal security mandates.
  • Familiarity with auditing access controls in modern cloud data platforms and metadata management tools.
  • Strong written and verbal communication skills, including experience presenting to senior government leadership and participating in technical working groups.

Preferred Qualifications

  • Hands-on experience with Databricks Unity Catalog or similar data governance and access control platforms.
  • Experience managing or applying Security Classification Guides (SCGs) to large-scale data and AI model repositories.
  • Familiarity with AI/ML development pipelines and model governance.
  • Experience in strategic policy development related to enterprise AI, data interoperability, and ontology standardizations.
