POSITION OVERVIEW

The Senior Manager, Advocacy helps turn the experiences of families, alumni, and communities into a powerful voice for policies and investments that strengthen home visiting and improve outcomes for children and families. This position leads advocacy efforts that help elevate the voices of families, engage champions and partners, and strengthen public investment in the policies and investments that help more children and families access the support they need. The Senior Manager helps translate advocacy priorities into action and build momentum for change at the federal, state, and local levels.

 

The Senior Manager oversees stakeholder and network engagement, volunteer mobilization, advocacy campaigns, communications, and related advocacy activities. This position leads advocacy engagement initiatives and supports programs, such as Raising Strong, that create opportunities for families and alumni to participate in advocacy efforts, share experiences, and help inform policies that affect their communities. The Senior Manager works across teams and with external partners to strengthen advocacy efforts and expand their reach and impact.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

30% | Advocacy Strategy Implementation & Campaign Leadership

· Partner with leadership to lead the implementation and coordination of federal, state, and grassroots and grasstops campaigns to advance policy and funding priorities.

· Translate advocacy priorities into campaigns, engagement strategies, and actionable initiatives.

· Provide expertise in strategy, campaign management, and stakeholder engagement to strengthen advocacy efforts across the organization and network.

· Coordinate initiatives with Changent partners, coalitions, consultants, and stakeholders in support of organizational priorities and nonpartisan advocacy standards.

· Develop proposals, campaign plans, communication frameworks, and engagement strategies to support organizational priorities and leadership decision-making.

· Monitor advocacy and policy trends that affect home-visiting programs and related priorities to identify opportunities for grassroots mobilization.

· Evaluate campaign performance, identify implementation challenges, and advise on improvements to strengthen advocacy efforts and organizational capacity.

40% | Advocacy Engagement, Mobilization & Communications

· Lead grassroots and volunteer advocacy efforts that elevate parent, caregiver, alumni, and community voices in public policy advocacy.

· Organize advocacy training and logistics for fly-ins and in-district Congressional site visits.

· Support planning and training for state advocacy opportunities, such as capitol events, policymaker site visits, and volunteer legislative testimony.

· Guide implementation of advocacy engagement programs that strengthen leadership development and advocacy participation among alumni and families.

· Promote advocacy efforts as a shared responsibility by supporting engagement across departments, network members, and external partners.

· Lead development of advocacy communications for network members, partners, and advocates, including digital campaigns, social media outreach, advocacy materials, and calls to action that support policy and funding priorities.

· Maintain advocacy messaging that is clear, audience-centered, and consistent with organizational priorities and nonpartisan advocacy guidelines.

 

20% | Staff Leadership & Team Development

· Provide leadership, coaching, and guidance to the team to support professional growth and success in advancing advocacy priorities.

· Build team capability in strategy, campaign execution, communications, engagement, and relationship management.

· Promote collaboration, accountability, and knowledge-sharing across initiatives and cross-functional teams.

· Provide staff with the guidance, resources, and support needed to implement advocacy campaigns and engagement activities effectively.

 

10% | Data, Reporting & Organizational Coordination

· Monitor engagement, campaign outcomes, and key metrics to assess effectiveness and identify opportunities to strengthen advocacy efforts.

· Prepare reports, presentation materials, and recommendations on advocacy activities, engagement trends, campaign performance, and emerging opportunities.

· Maintain accurate data and reporting through databases, digital engagement tools, and related systems.

· Keep internal stakeholders and leadership informed of advocacy priorities, progress, and emerging issues.

· Support strategic planning and coordination for advocacy and public policy initiatives.

· Partner with the Marketing & Communications team to support advocacy campaigns, communications, and outreach efforts.

 

KNOWLEDGE, SKILLS & EXPERIENCE

· Bachelor's degree in public policy, political science, public administration, or a related field required.

· Master's degree in public policy, public administration, public health, communications, social policy, business administration, or a related field preferred.

· Minimum of 5 years’ of advocacy experience within a nonprofit, association, or mission-driven organization, including grassroots and grasstops campaign management and engagement with elected officials.

· Minimum of 5 years’ of experience leading and developing high-performing teams.

· Experience with tools, databases and digital communications tools, such as Quorum, RAP Index, Pardot, Canva, Salesforce, or similar systems.

· Knowledge of federal and state legislative processes, advocacy campaigns, coalition building, engagement, advocacy communications, and nonpartisan practices.

· Strong written, verbal, presentation, and public speaking skills.

· Ability to manage priorities and lead complex projects in a fast-paced environment.

· Experience building partnerships and engaging diverse stakeholders.

· Experience developing advocacy communications and digital engagement content.

· Proficiency with Microsoft Office Suite, Salesforce, and advocacy engagement or CRM platforms.

· Ability to travel up to 25% annually.

· Experience with evidence-based home-visiting, maternal health, early childhood, or family support programs preferred.

· Experience engaging alumni, parents, caregivers, or individuals with lived experience in advocacy or community initiatives preferred.
