POSITION OVERVIEW
The Data Collection Product Manager leads the strategy, delivery, and ongoing management of data collection solutions that enable accurate, consistent, and meaningful data across Changent and its Implementing Partner Organizations.
This role blends product management, systems thinking, and operational support to define data collection requirements, manage product roadmaps, and ensure data collection systems function effectively within a distributed, multi-system environment. The Data Collection Product Manager partners closely with technical teams, support teams, vendors, and program stakeholders to ensure data collection solutions remain reliable, adaptable, and aligned with evolving program, compliance, and reporting needs.
This role requires sound judgment and the ability to make clear tradeoffs in a complex, evolving data collection environment.
ESSENTIAL DUTIES & RESPONSIBILITIES
45% | Product Strategy & Data Collection Delivery
- Define and communicate the product vision and roadmap for data collection across a multi-system environment
- Translate program and operational needs into clear data collection features, requirements, and enhancements
- Anticipate and plan for form changes, evolving measures, and reporting models
- Own the data collection product lifecycle, including prioritization, UAT, release planning, and continuous improvement
- Partner closely with Reporting Product Management to ensure alignment between data collection and downstream reporting needs
- Monitor system performance, data quality, and usability to identify risks and opportunities for improvement
35% | Data Collection Alignment & Decision Support
- Collaborate with internal teams and Implementing Partner Organizations to gather, refine, and validate data collection requirements
- Serve as the primary point of coordination for third-party data collection platforms, and integrations
- Ensure data definitions, data mapping, and collection standards are accurate, consistent, and well-documented
- Align data collection initiatives with organizational priorities and data governance policies
- Communicate progress, risks, and impacts clearly to both operational and leadership stakeholders
- Evaluate new data collection tools or approaches using a systems and partner-impact lens
20% | Operational Readiness & Change Leadership
- Develop and deliver training and documentation that empower users and enable customer support teams
- Partner with Support to identify trends and systemic issues related to data collection
- Lead customer-facing change management efforts to ensure smooth adoption of new or updated data collection functionality
- Ensure guidance and documentation support consistent use of data collection systems across programs
KNOWLEDGE, SKILLS, & EXPERIENCE
- Minimum 3 years’ experience working with data collection, operational systems, or product-focused solutions
- Experience supporting customer-facing systems in healthcare, public health, or human services preferred
- Demonstrated ability to manage vendor-provided platforms or third-party integrations
- Familiarity with APIs and system-to-system integrations
- Familiarity with CRM platforms with Salesforce preferred
- Strong understanding of data collection design, data quality, and reporting dependencies
- Demonstrated ability to assess ambiguous data collection needs and adapt or design scalable solutions in response to changing program, regulatory, or operational requirements
- Experience working with technical teams and stakeholders throughout the Software Development Lifecycle (SDLC), including Agile delivery environments
- Basic SQL experience preferred for validating data, troubleshooting issues, and supporting analysis
- Experience with change management and training end users
- Understanding of data governance and compliance best practices
- Excellent written and verbal communication skills
