We are seeking a highly skilled HCM Business Analyst with a strong background in HR technology and cloud-based Human Capital Management (HCM) platforms. This role will serve as a critical liaison between HR stakeholders and IT teams, leading the design, configuration, testing, and deployment of digital HR solutions that align with business objectives. The ideal candidate brings a blend of technical expertise, business acumen, and deep knowledge of HR practices to help modernize and streamline our human resources operations.

Key Responsibilities:

  • Lead and support the end-to-end lifecycle of HCM system implementations and enhancements.
  • Translate business requirements into functional specifications and collaborate with technical teams for solution delivery.
  • Design, configure, and optimize modules within HCM platforms (e.g., Core HR, Talent, Performance, Learning, Compensation).
  • Develop test plans, conduct testing, and support user acceptance testing (UAT).
  • Serve as the liaison between HR business owners, IT teams, and external vendors.
  • Ensure solutions are compliant with HR regulations, internal policies, and industry best practices.
  • Provide support for data analysis, data mapping, reporting, and integrations with other systems.
  • Facilitate meetings, workshops, and training sessions with cross-functional stakeholders.

 Basic Qualifications:

  • Bachelor's degree in Business Administration, Human Resources, Computer Science, or a related field from an accredited institution.
  • Strong understanding of HR functions, compliance requirements, and best practices across the employee lifecycle.
  • Minimum 7 years of experience in a lead, functional/technical, or similar role focused on HR/HCM systems.
  • Hands-on experience with at least one major HCM platform (e.g., Oracle Cloud HCM, Workday, SAP SuccessFactors).
  • Knowledge of solution design, configuration tools, data mapping, integration technologies, and reporting tools. Familiarity with the Software/System Development Life Cycle (SDLC).
  • Ability to convey complex technical information clearly to both technical and non-technical audiences.
  • Proven problem-solving skills to identify root causes and develop strategic solutions to system or business process issues.
  • Ability to lead discussions, gather input, and coordinate with cross-functional teams including HR, IT, and project managers.
  • Prior experience with talent management modules is a plus.

Preferred Qualifications:

  • Familiarity with state government structures, roles, and organizational hierarchies.
  • Experience working with public sector or government agencies.
  • Familiarity with state-level HR policies, organizational roles, and user role hierarchies.
  • Project management or business process improvement certifications (e.g., PMP, CBAP, Lean Six Sigma) are a plus.
