Salary Range: $150,000 - $175,000

 

Position Summary

Unity Care Group is seeking a strategic, mission-driven, and operationally strong Chief Operating Officer (COO) to provide executive leadership and oversight across the agency’s programs, operations, and administrative functions. Reporting directly to the CEO, the COO will serve as a key member of the Executive Leadership Team and help advance Unity Care’s integrated model of Housing, Education, Employment, Well-Being, and Unconditional Care.

The COO will oversee day-to-day agency operations, strengthen organizational systems, ensure operational excellence, support financial sustainability, and help drive strategic growth across behavioral health, housing, foster care, and supportive services programs throughout the Bay Area.

The ideal candidate is a collaborative and emotionally intelligent leader with deep experience in healthcare, behavioral health, social services, or nonprofit operations who can build high-performing teams, improve organizational accountability, and lead complex multi-program environments with integrity, transparency, and a servant leadership philosophy.

 

Key Responsibilities

 

Executive & Operational Leadership

  • Provide day-to-day leadership, oversight, and management of agency programs and administrative operations.
  • Execute the agency’s strategic plan and ensure alignment with organizational goals, contractual outcomes, and service excellence.
  • Develop and strengthen operational systems, workflows, policies, and infrastructure to improve organizational efficiency, accountability, scalability, and communication.
  • Monitor performance metrics, KPIs, program outcomes, and operational effectiveness to support data-driven decision-making.
  • Ensure compliance with county, state, federal, licensing, Medi-Cal, and contractual requirements.
  • Support operational integration across behavioral health, housing, education, employment, and supportive services programs.

 

Financial & Contract Oversight

  • Oversee operational budgets, contract performance, and fiscal accountability in partnership with Finance leadership.
  • Monitor service utilization, billing, staffing, and program performance to maximize revenue and operational sustainability.
  • Support development and implementation of diversified funding and growth strategies.
  • Assist in identifying and pursuing new contracts, grant, and partnership opportunities.

 

Program & Organizational Development

  • Support expansion and enhancement of behavioral health, housing, foster care, workforce development, and youth services programs.
  • Ensure culturally responsive, trauma-informed, and evidence-based practices are embedded throughout service delivery.
  • Improve cross-functional collaboration and reduce organizational silos across departments and counties served.
  • Support organizational change management, continuous quality improvement, and innovation initiatives.

 

Leadership & Culture

  • Coach and develop program and administrative leaders while establishing clear performance expectations.

Executive Partnership & External Relations

  • Serve as a strategic operational partner to the CEO and Executive Leadership Team.
  • Represent Unity Care at county, state, community, and public meetings as delegated by the CEO.
  • Support Board of Directors reporting, strategic planning, and organizational initiatives.
  • Build and maintain strong relationships with county partners, healthcare systems, foundations, community organizations, and stakeholders.

 

Qualifications

Education & Experience

  • Master’s degree in business administration, Public Administration, Healthcare Administration, Public Health, Social Work, or related field preferred. Equivalent executive leadership experience will be considered.
  • Minimum 10 years of senior leadership experience in nonprofit, behavioral health, healthcare, foster care, housing, or social services organizations.
  • Demonstrated success managing complex multi-program operations and multi-million-dollar budgets.
  • Experience overseeing contracts, compliance, operational systems, and organizational growth initiatives.
  • Strong understanding of behavioral health, Medi-Cal, housing, and community-based service systems preferred.
  • Proven ability to lead high-performing teams and drive organizational improvement in dynamic environments.
