Airlink is a Washington, DC-based nonprofit humanitarian logistics organization that connects airlines with vetted nonprofits to deliver disaster responders and supplies to communities in crisis worldwide. Airlink and its airline partners have transported over 15,000 passengers and 8,100 tons of cargo in support of a broad range of humanitarian initiatives that have provided aid to more than 75 million people. Airlink has saved our NGO partners more than $56,000,000 in transport costs.
Position Summary
The Director of Technical Program Management (TPM) leads Airlink’s high-visibility technology programs that directly support humanitarian operations, donor and partner engagement, and organizational scale. This newly established role is responsible for end-to-end delivery of strategic technology initiatives, from concept through execution, ensuring alignment with Airlink’s executive-approved strategic plan. Reporting to the VP of Finance & Operations, the Director partners closely with the senior leadership team, vendors, and global partner organizations to drive measurable impact.
The ideal candidate blends deep technical program leadership with mission-driven execution, thriving in fast-moving, resource-constrained environments.
Primary Responsibilities
Program & Portfolio Leadership

Working with vendors and partners, own and lead deployment and support of Airlink’s most critical technology programs, defining scope, structure, timelines, success metrics, and delivery plans.

Translate executive strategy into executable technical roadmaps that improve operational efficiency, partner coordination, and humanitarian outcomes.

Manage portfolio-level dependencies, risks, budgets, and trade-offs across multiple concurrent initiatives.

Anticipate challenges and proactively mitigate delivery, technical, and operational risks.

Over time, build and mature Airlink’s Technical Program Management function, establishing best practices, tooling, and governance.
Technical & Delivery Excellence

Oversee the full software delivery, applying Agile and modern delivery practices.

Guide internal teams and external vendors to deliver scalable, secure, and reliable platforms across web and mobile surfaces.

Ensure strong quality assurance, testing rigor, documentation, and operational readiness across all initiatives.
Cross-Functional & Executive Partnership

Partner with the CEO, senior leadership team, and key stakeholders to drive strategic alignment and decision-making.

Serve as a trusted advisor, simplifying complex technical topics to enable informed leadership decisions.

Promote a culture of collaboration, customer-first thinking, learning, and continuous improvement across technology and partner teams.
Required Qualifications

At least eight years of experience in technical program management, engineering management, or enterprise software delivery.

Bachelor’s degree or equivalent professional experience.

Ability to rapidly master technical domains and communicate effectively with both technical and non-technical audiences.

Proven experience managing portfolio-level programs with complex cross-functional dependencies.

Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.

Demonstrated success driving alignment and delivery in matrixed, globally distributed environments.

Background in data-intensive systems, integrations, or operational platforms.

Service-oriented mindset and enthusiasm for supporting the team and taking on new initiatives.

Location
Airlink is headquartered in downtown Washington, D.C. and currently operates a hybrid work schedule with the team in-office three days a week. Given the collaborative nature of this position, we are only considering candidates in or willing to relocate to the Washington, D.C. area.
Compensation & Benefits
The salary range for this position is $120,000 to $150,000. Additionally, Airlink provides a comprehensive benefits package including, but not limited to:
