The D-CEG serves as the Activity’s primary transaction advisor for all CE generation projects that are supported through the Activity. The D-GEC will be responsible for ensuring that all interventions will effectively, and measurably, contribute to the Activity’s electricity generation target: 1,000MW of new CE generation. The incumbent must have significant experience in the planning, design, and financial transaction facilitation of CE projects. D-CEG tasks will include:
(i) Lead efforts for identifying relevant generation-focused power sector assessments to be conducted through the Activity;
(ii) In conjunction with tools and checklists that have been developed through PATRP, establish selection criteria for those generation projects to include in the Activity’s transaction pipeline;
(iii) Lead efforts to develop action plans outlining the Activity’s support for individual generation transactions;
(iv) Identifying appropriate uses for the Catalytic Support Fund to channel qualified assistance to individual generation transactions;
(v) Introductions between CE project developers and available sources of financing and/or business development services; and
(vi) Coordinating with GOU and other development partners (donors) on the provision of transaction support to large-scale generation projects.
The D-CEG must have the following minimum set of qualifications:
· A master’s degree or a higher degree in economics, business administration, energy policy, finance and/or other related fields preferred; and eight years of professional experience in providing transaction support to small, medium and large-scale CE generation projects;
OR
· A Bachelor’s degree or a higher degree in economics, business administration, energy policy, finance and/or other related fields preferred; and ten years of professional experience in providing transaction support to small, medium and large-scale CE generation projects;
AND
• Proven track record of designing tailored technical assistance to energy project developers, and bringing generation projects to financial close;
• Experience working with senior government officials, private sector leaders, and other stakeholders in the energy sector;
DESIRED
• Demonstrated experience managing multi-cultural teams;
• Energy sector work experience in Uganda or other African countries preferred.
