About the Job

Nexant, a Prime Contractor on the USAID Power Africa IDIQ, is looking to hire a prospective Chief of Party (COP) for the upcoming Power Africa West Africa Energy Program (WAEP). Nexant is seeking a senior level professional (15+ years of experience) with strong management and technical skills to assist in the proposal process and then serve as the project lead based in West Africa. Prior USAID COP and work experience in West Africa is a plus.

The Chief of Party (COP) will oversee Nexant’s effort to meet USAID’s objectives under Power Africa WAEP. S/he will provide overall technical and strategic direction, leadership, and management oversight to the project team and will directly supervise key personnel as they develop and execute the project work plan. The COP is the contractor’s main point of contact for USAID and will be supported by the Nexant Home Office and project partners and will have full authority to make decisions on behalf of Nexant.


Roles and Responsibilities

  • Engage regularly on all work streams providing technical and management oversight.
  • Be the principle point of contact for the USAID within Power Africa and in the various countries.
  • Work with the Finance Director to oversee budgeting and the financial operations of the project, ensuring compliance with contractual Nexant, USAID, and local requirements.
  • Manage the work of the MEL Advisor related to systems design and management, data sources and management, and information products and dissemination.
  • Monitor project indicators, evaluate results and advise on improvements in project implementation
  • Coordinate and liaise with stakeholders, including government agencies, other donor-funded projects, implementing partners, and USAID and other donors.
  • Ensure that the cross-cutting themes (gender, environment, community engagement, leveraging local technical and financial resources, and building local human and institutional capacity) are incorporated in all activities of the program.
  • Report to USAID’s technical and contract personnel in accordance with USAID contractual reporting requirements.

  • Accountability for meeting all program results
  • Quality assurance and timely submission of deliverables
  • Accurate and timely financial and technical reporting to USAID
  • Oversight on program communications and outreach


Qualifications

  • Master’s Degree in Engineering, Economics, or a related field
  • 15+ years working experience in electric power, including both renewable energy and gas project development
  • Experience as either a chief of party or operations officer for a USAID project
  • Professional Proficiency in French
  • Experience in Sub-Saharan Africa (required) and West Africa (desired)
  • Experience with project financial analysis, transaction advisory services, and/or utility management/operations
