Purpose of Position- Assists individuals with developmental disabilities in obtaining subsidized housing in Boulder County. This includes completing the required paperwork to rent each unit; performing inspections at required intervals; ensuring that all residential housing meets HUD standards; monitoring the income levels of individuals in subsidized housing; and working with appropriate resources, public and private, to expand rental and homeownership opportunities for people with disabilities in Boulder and Broomfield counties.
Essential Duties/Responsibilities
• Maintains waiting list for State Section 8 resources to be allocated to A&I Avenues clients and other individuals with disabilities.
o Assists landlords in enrolling in the Section 8 program.
o Assist individuals, when no other assistance is available, locating apartments and completing necessary paperwork to rent.
• Completes initial inspections and paperwork for clients. This is both upon initial move-in as well as recertification.
o Maintains certification as a residential coordinator and HUD Quality Inspector for Section 8.
o Performs inspections of residential dwelling units for some Service Agencies.
• Monitors yearly income and rental information for everyone in caseload.
• Communicates with State Section 8 regarding client issues and changes.
• Serves as an advocate by mediating housing issues for both clients and landlords.
o Assists in mediation of landlord\client problems, providing crisis intervention as necessary.
o Assists landlords to receive damage compensation from individuals or emergencies funds.
o Assists clients with housing related issues such as problems with neighbors, locating affordable furnishings and household goods, needed repairs, etc. as time permits.
• Serves as a resource to the community through the following:
o Coordinates with local City and County housing offices to broaden the housing options available to people with developmental disabilities.
o Educates Service Agencies as well as A&I Avenues staff about Section 8, including rules and requirements, etc.
o Provides information and support to clients who wish to purchase their own home through Section 8 resources.
This position requires regular use of a personal vehicle with liability insurance that meets A&I Avenues standards.
• This position requires regular use of a personal mobile device such as a smartphone or tablet.
Other Duties/Responsibilities
• If position occupant has M.S.W., may supervise or assist in supervision of social work interns.
• Other duties as assigned.
Job Qualifications
Knowledge, Skill, and Ability:
• Demonstrated skill in working with people with disabilities.
• Basic knowledge of budgeting and resource management.
• Ability to work independently and prioritize tasks/goals for self and others.
• Effective written and verbal communication skills with individuals and groups at all professional levels.
• Strong organizational skills.
• Effective and creative negotiator and problem solver including the ability to mediate disputes.
• Ability to work effectively with various technology including word-processing software, internet-based databases, etc.
• Ability to adjust work to regular changes in state and federal regulations.
• Possession of a valid driver’s license and ability to meet A&I Avenues driving requirements.
Training/Education:
• High School diploma required
• Bachelor’s Degree highly preferred
OR
• Five years’ experience working in long term services and supports which includes Intellectual or Developmental Disabilities
OR
• Some combination of relevant education and experience appropriate to the requirements of the position.
Working Environment/Physical Activities
• Must be able to access residential units and complete inspections. This sometimes includes entering crawl spaces, etc.
• Requires the ability to drive to various locations to meet with families, providers, etc.
• Effective with shifting roles, responsibilities, and expectations in a highly stressful and changing work environment. This includes the ability to meet deadlines.
• This job requires the ability to occasionally flex work schedules based on organizational needs.
