Position Summary:

 

The (Contingent) Program Manager oversees all activities associated with the contract to ensure cost, schedule, performance, and contract administration requirements are met. The Program Manager will interact with the Government customer and be responsible for overall program cost, schedule, and technical performance. The Program Manager will be available to plan, direct, and control the overall management and operational functions. The ideal candidate will have experience in project management, customer management, schedule management, financial management, coordination, personnel leadership, and mentorship in a high-paced and dynamic environment.

 

Responsibilities:

 

·       Develop and maintain a Project Management Plan (PMP) that will be used to manage, track, and evaluate performance.

·       Organize, direct, and manage contract operation support functions involving multiple, complex, and inter-related project tasks.

·        Document and apply quality control procedures in accordance with the Quality Control Plan (QCP). 

·        Ensure that all deliverables for all tasks are complete, accurate and delivered according to established schedules.

·       Maintain and manage the customer interface at the senior levels of the customer organization.

·       Meet with customer and contractor personnel to formulate and review task plans and deliverables.

·       Ensure conformance with program task schedules and costs.

·       Provide schedule risk mitigations, including sequencing and resource alignment.

·       Develop and enforce work standards.

·       Provide financial management and project administration.

·       Track program progress, assess future planning, and develop metrics.

·       Prepare and submit a Monthly Performance and Progress Report (MPPR)

·       Develop, execute, and maintain transition plans.

 

Experience:

·        Minimum of ten (10) years of experience as a Program Manager, including contract and subcontract management, budgeting, scheduling, planning, estimating, and progress.

·       Past performance supporting the Forest Service, under the U.S. Department of Agriculture

·       Ability to independently gather, track, and analyze data, coordinate inputs, and collaborate with stakeholders to complete assigned action items

·       Experience preparing program documentation includes briefings, executive summaries, white papers, issue papers, reports, assessments, studies, analyses, reclama, e-mails, charts, graphics, spreadsheets, multimedia presentations, diagrams, surveys, metrics, and Naval messages.

·       Experience supporting data calls includes support functions include drafting, gathering, analyzing, validating, delivering, updating, and submitting inputs for the requestor.

·       Excellent oral and written skills

·       Excellent critical thinking skills.

·       Proficient in Microsoft applications such as Project, Word, Excel, PowerPoint, and Outlook.

·       Ability to work independently and as a team member.

·       Ability to learn and apply administrative support concepts to assigned duties.

 

Education, Certification, and Licensing Requirements:

·       Hold a Master’s Degree and ten years’ experience; acceptable substitutions for Master’s Degree is a Bachelor’s Degree plus four years of additional relevant work experience

·       PMP Certification

·       Public Trust Moderate, or the ability to attain.

·       Must successfully complete a background investigation.
