Mid-to-Senior Level Cyber Security Positions in support of SPAWAR 8.0 office.  Incumbent personnel encouraged to apply; please highlight incumbent experience in cover letter.

Various IT Analyst and Management duties to include:

-  Support the designated SPAWAR Echelon II RMF Lead to ensure that all SPAWAR Headquarter directorates and supported PEOs have the requisite policies, tools, templates, and documentation to execute DoD and DON RMF policies IAW DOD 8510.01 and DON RMF Process Guide.

-  Support the SPAWAR Information Assurance Program Manager (IAPM) objectives, providing support in all IAPM Program Areas, to include defining, authoring, coordinating, and/or presenting strategies, position papers, training strategies, and/or operational compliance briefs/reports. This includes coordinating strategies to meet Federal Information Security Management Act (FISMA), Risk Management Framework (RMF), Cybersecurity Workforce (CSWF), and Information Systems Security Management (ISSM) for all SPAWAR and SPAWAR supported systems, networks, applications, and personnel

- Provide support to the SPAWAR Command Information Systems Security Manager (ISSM) in execution of ISSM duties IAW DoD and DON directives. This includes maintaining User Account Records (i.e., System Authorization Access Request-Navy (SAAR-N) forms and Annual Cybersecurity training Certification of Completion forms), investigating cybersecurity incidents including classified electronic spillages, conducting audits of User Account Records, developing policies/standard operating procedures (SOP), and providing briefings to user groups on cybersecurity awareness.

- Support SPAWAR FISMA activities, interfacing directly with representatives from agencies such as DON CIO, OPNAV N2/N6, and FLTCYBERCOM, to identify what is required for SPAWAR Program Managers/System Owners to execute/sustain FISMA compliance.

- Develop and maintain the overall POAMs for SPAWAR in meeting DoD and DON CSWF requirements for IA workforce training, certification, and qualification IAW DoD 8140, DOD 8570.01M, and SECNAV 5239.2.  Coordinate with the appropriate personnel/administrative officers within SPAWAR HQ directorates, PEOs and JTNC to identify their CSWF members and assist in the development of the appropriate training plans for individuals in their respective codes.

- Support SPAWAR Director Cybersecurity, IAPM, and Network Security Manager (NSM) objectives, as a subject matter expert (SME) for network security architectures, designs, implementations, and operations within SPAWAR corporate systems, networks, and applications.  Provide IAVM support for SPAWAR Corporate and Centrally Managed Program (CMP)/POR assets.  Perform data calls, site surveys, and/or metric gathering/data analysis as needed to ensure compliance with Navy Authorizing Official (NAO) and/or Computer Network Defense Service Provider (CNDSP) Cyber requirements.

- Provide IA technical and governance coordination with VSYSCOM teammates (NAVAIR, NAVSEA, NAVSUP, and NAVFAC) in support of DON/DoD IT and IA visions. This includes coordinating and developing network security architectures, designs, implementations, operations, and IA governance processes/procedures such as executive Change Control Boards (CCB) and Technical CCBs (TCCB) within VSYSCOM systems, networks, and applications.

- Provide technical documentation support to SPAWAR CIO staff including developing, updating, and editing SPAWAR Claimancy-wide Information Technology Management  policies or sponsor policies, procedures or other documentation in support of the overall program, to include SPAWAR Instructions, Notices, letters, briefs, papers, brochures, and reports.

Requirements

- Primary work location is on government site at SPAWAR in San Diego, CA

- Ability to pass and maintain NACI or equivalent background investigation.  Current SECRET clearance preferred.  Work location is on government site.

- Applicable Bachelors or Master’s Degree from an accredited university, depending on the position.

- 4+ years’ experience required, 7+ for senior positions

- SECNAV 5239.2-M Requirements for Cyber Code 61, 74, or 75, depending on the position

- CCNA or CAP or Security + (CE); and Project Management Professional (PMP) for mid-level positions

- CISSP or CISM or GSLC or CASP or CCISO; and Program Management Professional (PgMP) for senior-level positions

- Must demonstrate outstanding written and verbal communication and presentation skills

- Must exercise diplomatic tact and have the capability and capacity to manage complex relationships

- Must be proficient in the full suite of Microsoft Office products and tools

- Travel (10-20%) may be required.
