DESCRIPTION: Candidate will be providing Force Cyber Operations Support to Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) / Cyber Readiness Program Mission and Infrastructure Support Services to Commander, Naval Surface Forces, Pacific (CNSP) N6 Department Staff and Divisions. Specific duties are listed below.


DUTIES:

·       Provide Support in a wide variety of duties associated with Cyber Readiness Program Mission in Support of Commander, Naval Surface Forces, Pacific (CNSP) N6 Department Staff and Divisions.

·       Meeting support for teleconferences VTCs, internal, and external meetings. The contractor shall document meeting minutes and prepare any necessary visual aids to support meeting requirements.

·       Perform daily monitoring of readiness of Cyber Operations and Readiness issues through official message traffic, email correspondence, verbal tasking, or other communication means, and provide findings to the Force Cyber Operations Officer (F-CYBO) and staff.

·       Perform assessment of policy changes for impact to Fleet stakeholders and provide feedback of suggested changes.

·       Perform Trend Analysis cyber-related CASREPs and trouble tickets in support of cyber security mission requirements.

·       Develop EMO metrics to reflect trends and readiness metrics against POR installation status, requirements, and directives to support leadership requirements and process improvement. 

·       Assist MIL/CIV lead in the development of TYCOM instructions, data calls, requests for information, and multimedia presentations for F-CYBO initiatives and requirements.

·       Develop training materials to support onboard and off-ship training events, using Government-provided format. The curriculum shall comply with NAVEDTRA 130 series

·       Providing SME support to briefs, training events, and waterfront symposiums to provide Fleet training regarding C5I systems, trends, and issues.

·       Conduct training events or provide ancillary Support, as required.

·       Plan, track and report the execution of cybersecurity inspection requirements, or associated follow-on cyber inspections. 

·       Provide support to platforms identified for cybersecurity inspection including documentation preparation and training, both onboard and via emal/phone.

·       Perform assessment and track implementation of ship and shore unit level Cyber Security (CS)/cyber readiness and inspections as well as training programs to ensure that fielded technical training tools, personnel, resources, software, equipment, and system-specific configuration training packages meet the level requirement to fully satisfy the DoD and DON policy and guidance necessary to maintain a strong local CS/Cyber Readiness Program, to include Basic Phase Cyber Warfare Mission Area Requirements. 

·       Perform trend analysis to determine key areas improvement and provide findings to the F-CYBO for consolidation and submittal to CNSP N7 department, Afloat Training Group (ATG), Information Warfare Training Group (IWTG), and SYSCOMs to improve proficiency and aid in the Mission Area Assessment Review (MAAR) process.

·       Develop information for use in data calls and requirements reviews in support of CNSP N7, NAVIFOR, and SYSCOM training readiness reviews (TRRs), Occupation Standards (OCCSTDs) reviews, stakeholder feedback requests, and training effectiveness evaluations (TEE). 

·       Assist in compliance support for cyber operations to CNSP platforms and supported commands, for CNSP and external stakeholder requirements. 

·       Assess impact from new threats, vulnerabilities, and/or requirements. 

·       Participate in working groups, as assigned, for SYSCOM-provided new cyber tools to enable F-CYBO in assessing impact and implementation.

·       Develop, maintain, and track cyber-related Surface Warfare Enterprise (SWE) metrics.  To include data calls, briefs, and other related actions, and coordinate with the SWE point of contact(s) to provide cyber-related input to Board of Director (BOD) events. 

 

Required Skills / Qualifications

·       Bachelor’s Degree or equivalent experience

·       Strong leadership, organizational, planning, communication, and time management skills; the ability to multi-task and work against strict deadlines is critical.

·       Strict attention to detail – must be detail oriented.

·       Ability to communicate clearly and succinctly in written and oral presentations

·       Meet DOD 8140 Code 54 training and certification requirements https://cool.osd.mil/usn/cswf/matrix-specialty-areas/cswf_vam_54.htm

·       Security + or IAT level 2 Certification - possess/willing to obtain and maintain

·       Active Secret Clearance

Preferred Technical Skills:

·       Experience in cybersecurity accreditation support services.

·       Experience in Naval Training Systems Requirements, Acquisition and Management (OPNAVINST 1500.76) series

·       Experience in NAVEDTRA 130 series instructions and requirements, to include Navy training.

·       Familiarity with Navy C4I systems and software that include COMPOSE 3.X, 4.X, ADNS, HBSS, GCCS, DMS, NIAPS, NTCSS, Navy Cash, RAPIDS, ARRS, NSIPS, Sailor, CANES Shipboard Computing Environment, Operation Rolling Tide (ORT), and TYCOM SHIPS platforms. 

·       Knowledge of Risk Management Framework process.

  • Working knowledge of Casualty Reports (CASREPs) process.
