POSITION: Test and Evaluation Engineer
LOCATION:  Stafford, Virginia
STATUS: Contingent on Contract Award
CLEARANCE: Active Secret Clearance Required
TRAVEL: Less than 10%

DESCRIPTION: 
The Test and Evaluation Engineer will provide program management support to the DE&I Program Management Office in Stafford, VA.  

As a Test and Evaluation Engineer, you will: 
•  Plans and administer environmental, operational, or performance tests on aeronautical, electrical, mechanical, electro-mechanical, general industrial, experimental, automotive equipment, industrial machinery and equipment, controls, and systems, and other products and systems. 
•  Design and direct engineering and technical personnel in fabrication of testing and test-control apparatus and equipment.
•  Determine the testability of requirements in the early phases of acquisition programs 
•  Assists in translating requirements documents into quantifiable and measurable evaluation frameworks that establish the foundation for all test planning
•  Assist with developing and documenting the T&E strategy that integrates policy, program requirements, and cost resource estimates with the evaluation framework 
•  Develop and manage multiple T&E documents, such as: Test and Evaluation Strategy (TES), Test and Evaluation Master Plan (TEMP), Individual Supporting Test Plans (TPs), Test Readiness Reviews (TRRs), and TRR Technical Review Action Plan (TRAP)
•  Identify T&E specific risk factors, develop associated risk mitigation plans, and ensure plans support the Program Management Office’s Risk Management Plan
•  Participate in, and occasionally lead, Test Readiness Reviews (TRRs) and T&E Integrated Product Teams (IPTs)
•  Make recommendations for the selection of appropriate test ranges, test facilities, laboratories, and test sites and contact test facilities to obtain current test capabilities, schedule availability, and test cost estimates, and review information for accuracy and adequacy
•  Conduct formal scoring of Test Incident Reports to establish a complete data representation of the System Under Test and produce products and reports (e.g., Developmental Test Summary Report).
•  Participate in, and occasionally lead, Failure Definition/Scoring Criteria IPTs and scoring conferences

Required Skills / Qualifications
•  6 years of T&E engineering experience in US government programs, preferably USMC
•  BA/BS in Engineering or related discipline
•  Military experience
•  Ability to communicate clearly and succinctly in written and oral presentations
•  Proficiency with Microsoft Office including SharePoint and project management tools such as Microsoft Project and Visio
