DESCRIPTION:
As the Cost Analyst - Mid, you will:
· Develop and maintain cost estimating models in ACEIT
· Conduct life cycle cost estimates, return on investment, and cost-benefit analyses
· Support cost estimating drills (“Ad-Hoc” and/or “What-If” Analysis)
· Develop other cost documents as required (i.e., LRFS, ICE, AoAs, etc.)
· Document the ground rules and assumptions (GR&As) that are used in the cost analysis/models
· Support the development or updates of Cost Analysis and Requirements Documents (CARDs)
· Perform cost/benefits analyses and sensitivity analyses
· Perform Risk and Uncertainty Analysis
· Develop rough orders-of-magnitude estimates to respond to various cost requirements/questions and defend the derived cost position to senior Government leadership
· Provide support to associated staff sections and senior leaders in the review and evaluation of studies and analyses completed by other agencies
· Assist the decision-maker in defining problems, identifying alternatives, and formulating recommendations
· Perform cost-effectiveness and cost-benefit analysis to support resource allocation decisions
· Evaluate sustainment and readiness improvement initiatives to determine budget and planning requirements which include phasing, and appropriate budget category
· Prepare briefing materials for use at all echelons of budget review service, department, and/or congressional
Required Skills / Qualifications
- Bachelor’s degree from an accredited college in business or technical discipline
- At least 3 - 5 years of relevant professional experience as a Cost Analyst in US government programs, preferably USMC, with weapon systems experience
- Proficient with Microsoft Excel, Word, and PowerPoint is essential
- ACEIT system certified (a strong working knowledge highly desirable)
- Must be able to work independently with minimal supervision or within a team environment
- Ability to research, analyze, and evaluate information
- Ability to express ideas effectively orally and in writing
- Experience with project management tools such as Microsoft Project and Visio
- Experience with multiple DoN/USMC accounting and budgeting system
- Experience preparing cost estimates for major Department of Defense programs
