DESCRIPTION:

The Cost Analyst shall use empirical data, economic theory, organizational theory, decision analysis, and mathematical and statistical techniques to establish the comparative factors and alternatives available in support of the United States Marine Corps (USMC) Program Manager, Air Command Control and Sensor Netting (PM AC2SN) and associated portfolio of systems (CAC2S, CTN, and TBMCS). The contractor shall deliver research, analyses, and coordination at the interface between PM Cost Lead, Acquisition Management, Project Officers, and Subject Matter Experts to support PMO program objectives.  

 

As the Cost Analyst - Mid, you will:

·         Develop and maintain cost estimating models in ACEIT

·         Conduct life cycle cost estimates, return on investment, and cost-benefit analyses

·         Support cost estimating drills (“Ad-Hoc” and/or “What-If” Analysis)

·         Develop other cost documents as required (i.e., LRFS, ICE, AoAs, etc.)

·         Document the ground rules and assumptions (GR&As) that are used in the cost analysis/models

·         Support the development or updates of Cost Analysis and Requirements Documents (CARDs)

·         Perform cost/benefits analyses and sensitivity analyses

·         Perform Risk and Uncertainty Analysis

·         Develop rough orders-of-magnitude estimates to respond to various cost requirements/questions and defend the derived cost position to senior Government leadership

·         Provide support to associated staff sections and senior leaders in the review and evaluation of studies and analyses completed by other agencies

·         Assist the decision-maker in defining problems, identifying alternatives, and formulating recommendations

·         Perform cost-effectiveness and cost-benefit analysis to support resource allocation decisions

·         Evaluate sustainment and readiness improvement initiatives to determine budget and planning requirements which include phasing, and appropriate budget category

·         Prepare briefing materials for use at all echelons of budget review service, department, and/or congressional

 

Required Skills / Qualifications

  • Bachelor’s degree from an accredited college in business or technical discipline
  • At least 3 - 5 years of relevant professional experience as a Cost Analyst in US government programs, preferably USMC, with weapon systems experience
  • Proficient with Microsoft Excel, Word, and PowerPoint is essential
  • ACEIT system certified (a strong working knowledge highly desirable)
  • Must be able to work independently with minimal supervision or within a team environment
  • Ability to research, analyze, and evaluate information
  • Ability to express ideas effectively orally and in writing
  • Experience with project management tools such as Microsoft Project and Visio
  • Experience with multiple DoN/USMC accounting and budgeting system
  • Experience preparing cost estimates for major Department of Defense programs
