Position Description:
- We are providing Support in a wide variety of duties associated with the Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I)/Cyber Readiness Program Mission in Support of Commander, Naval Surface Forces, Pacific (CNSP) N6 Department Staff and Divisions.
- Support is required to provide C5I/Cyber Readiness Program Mission Support Services to enhance warfighting readiness and increase the C5I proficiency of the Surface Force, CONUS, and OCONUS.
- The mission of CNSP is to Man, Train, and equip the Surface Force to provide Fleet Commanders with credible naval power to control the sea and project power ashore. These support duties may include, but are not limited to the following;
Conducting training events,
Subject Matter Expertise (SME) Support,
Readiness Support,
Meeting Support,
Baseline Compliance Support,
Curriculum Development,
Trends Analysis,
Cyber Security Support,
Command Asset Support
Risk Management Framework Support.
- The candidate must have the ability to take on diverse training for ships I.T. workforce, and experience with afloat platforms with missions including;
Cybersecurity hygiene,
Shipboard Cyber hardening, and
Cyber Defense Training.
- Candidate must possess a strong ability to work within a team environment and also possess strong written and verbal communication skills.
Mandatory Minimum Requirements
· DoD Final Secret Security Clearance: please provide date (MM/YYYY) of the last investigation
· Current Security+ certification: please provide time (MM/YYYY) of certification and last renewal
· Valid U.S. Passport
· Bachelor's Degree in Information Security, or equivalent 3+ years shipboard experience
Roles & Responsibilities:
· Meeting support for teleconferences VTCs, internal, and external meetings. The contractor shall document meeting minutes and prepare any necessary visual aids to support meeting requirements.
· Provide Baseline Compliance Support - perform tracking of Command, Control, Communications, Computers, and Intelligence (C4I) Mandatory Security Updates (MSUs), TASKORDs, FRAGORDs, OPORDS, Fleet Advisory Messages (FAMs), and other directives and issuances to track requirements for baseline compliance. The contractor shall support data calls on the ship or Program of Record (POR) compliance metrics. The contractor shall coordinate with fielded PORs to ensure that required system documentation, training documentation, online tools, and resources reflect current operational requirements for the full functionality of C4I systems.
· Provide Instruction Support - assist CNSP MIL/CIV lead in the development of TYCOM instructions, data calls, requests for information, and multimedia presentations for C4I/cybersecurity initiatives and requirements.
· Provide Training Materials Development - develop training materials to support onboard and off-ship training events, using Government-provided format. The curriculum shall comply with NAVEDTRA 130 series.
· Providing SME support to briefs, training events, and waterfront symposiums to provide Fleet training regarding C5I systems, trends, and issues. The contractor shall conduct the training events or provide ancillary Support, as required.
· Provide Trend Analysis - perform trend analysis on C4I and cyber-related CASREPs and trouble tickets to provide tailored training in Support of cybersecurity mission requirements. Present findings in Government-approved format for distribution via formal Naval messages, multimedia presentations, or other approved means as directed. Develop C4I/Cyber metrics to reflect trends and readiness metrics against POR installation status, requirements, and directives to support leadership requirements and process improvement. Review Vulnerability Remediation Asset Manager (VRAM) data to obtain trend information on Information Assurance Vulnerability Management (IAVM) notices that frequent monthly reports, and provide information to C4I Officer to facilitate discussions with PORs.
· Provide Readiness Support - assist in the daily monitoring of readiness of C4I issues and provide findings to the C4I Officer. Assist C4I Officer by assessing policy changes for impact to Fleet stakeholders and provide feedback on suggested changes.
Additional Desirable Training & Experience:
· Assist in conducting unit-level Training Assist Visits (TAV) on afloat units to assess site/system training program implementation and management and provide classroom training to improve site/system cyber posture.
· Provide technical analysis, integration, information assurance, and cybersecurity accreditation support services.
· Familiarity with Navy C4I systems and software that include COMPOSE 3.X, 4.X, ADNS, HBSS, GCCS, DMS, NIAPS, NTCSS, Navy Cash, RAPIDS, ARRS, NSIPS, Sailor, CANES Shipboard Computing Environment, Operation Rolling Tide (ORT), and TYCOM SHIPS platforms.
· Familiarity with System Administration for CMPro, eMASS, ACAS, Retina, WSUS, VRAM, and have experience in re-engineering and manual IAVM risk analysis for networks that include:
o I.A. / Cyber Readiness Program Management
o System Administration
o Security patch bulk imports training
o Vulnerability Management and Reporting
o Cyber Security Workforce Management (CSWF)
o HBSS to include SADR deployment, troubleshooting, and maintenance
o ACAS / Retina Vulnerability Scanning Tools and Security Center
· Knowledge of Risk Management Framework process.
· Knowledge of Windows and Sun Solaris, and Cisco IOS operating systems
· Understanding of I.T. security and the security features contained in today's mainstream I.T. technologies such as Windows 7/2008 R2, UNIX, Routers, Switches, IDS/IPS, Firewalls, VPN concentrators, etc.
Physical Requirements: Work may involve sitting or standing for extended periods. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning, and kneeling to complete daily duties in a timely and efficient manner. Must be able to lift and carry up to 25 pounds. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.
Work Environment: Generally, an office environment but can involve boarding U.S. Navy ships and the possibility of underway while involved in SURFPAC mission assignments. Considerations: close quarters, low to moderate noise, bright or dim lighting, tight passageways, shipboard ladders, and physically demanding environments in restrictive environments without handicap services available. Outside work may include various environmental conditions, including warm and cold climates. Needs to be able to work well with co-workers and all levels of management—no hazards on job or unusual environmental conditions. The worksite is lin government spaces at Commander Naval Surface Forces Pacific, Bldg. 14, Naval Amphibious Base, Coronado.
Attendance and Travel: Regular hours will be Monday-Friday 8:00 am – 5:00 pm. Regular attendance of scheduled hours is essential, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements. You will be required to travel up to 12 weeks per year. Travel will be within CONUS, Hawaii, and Far East Asia. A legal U.S. Passport is a requirement. You must register with The U.S. State Department Smart Traveler Enrollment Program (STEP) https://step.state.gov/step/ to assist the U.S. Embassy in contacting you in an emergency, whether natural disaster, civil unrest, or family emergency.
Other Essential Functions: Must demonstrate professional behavior at all times when dealing with customers, management, and co-workers. Must have clear, concise, and accurate communication skills, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating professionally. Independent personal transportation to office or worksite is required. Travel to and from customer's locations and the test fields may be required to support projects. Including air travel. Proper operating permits are required when traveling internationally.
