Program Analyst Position 

The PM APPS Program Analyst (PA) provides acquisition and business support for PM APPS Program Management teams. The PA will perform programmatic, technical, or business-related tasks supporting a program's execution. The PA provides program support across a broad range of Program Office business operations and must have a working knowledge of Department of Defense (DoD) systems acquisitions in the technical or program business areas.  The PA should be capable of supporting Program Management Office (PMO) operations and will frequently participate as a member of and/or support specified Integrated Product Teams (IPTs).  The PA will collect, organize, complete and interpret program data and program information relating to Program acquisition and will track program/project status and schedules. The PA must possess written and oral communication skills commensurate with technical role.

Position Responsibilities

The PM APPS Program Analyst:

·        Provides acquisition and business support

·        Develops, reviews, and/or manages acquisition documentation (Acquisition Strategy, Acquisition Program Baseline, Acquisition Plans, and Procurement Request etc.)

·        Develops, submits, and delivers an agenda and meeting minutes for weekly Integrated Product Team (IPT) meetings

·        Captures action items and tracks to completion using the Government provided Action Item Tracker

·        Updates and maintains the Program Management Review (PMR) and Quad Chart templates

·        Assists with managing Integrated Master Schedules, program reporting, briefing, and risk management activities for programs within the customer portfolio

·        Completes assignments as directed, maintaining work standards, compliance with contract requirements and DoD Acquisition directives and policies

·        Interacts on a regular basis with project managers, functional managers, subcontractors and other management/team personnel

·        Participates on Integrated Product Teams supporting the spectrum of acquisition activities in support of overall system life cycle management

Specific Skills

The PA candidate should possess knowledge, skills, and experience supporting DoD programs in one or more of the following areas:

·        Acquisition documentation development or review

·        Strong analytical and organizational skills

·        Monitor, analyze, and update briefs

·        Technical studies and analysis of current and future requirements

·        Cost and schedule performance management

·        Risk assessments, trends, and mitigation strategies

·        Develop, Monitor, analyze, and update schedules

·        Prepare and review contract deliverables

·        Data collection and analysis

·        Application of comprehensive knowledge across key tasks and high impact assignments

·        Plans and leads major assignments

·        Evaluates performance results and recommends major changes affecting short-term project growth and success

·        MS Office, MS Project, Knowledge of DoD 5000 Acquisition Documentation Requirements

·        Experience planning and coordinating project schedules, budgets and administrative tasks Proficiency

·        Analyze, document, update, and track programmatic risks identified at the program, team and project level.

·        General knowledge of Department of Navy Application and Database Management System (DADMS) and DoD IT Portfolio Repository - Department of Navy (DITPR-DON)

Training and Education Requirements

Master’s degree in related discipline plus two (2) years of experience; or Bachelor’s degree in related discipline plus eight (8) years of related experience; or twelve (12) to fifteen (15) years of experience. (PA III)

DAU Level I coursework completion in Program Management/ Acquisition desired.
