Position Summary
The Senior Director, Compliance will have the primary responsibility for developing and leading activities to ensure NPA members’ compliance with relevant laws, regulations, and standards applicable to PACE. This position requires a high level of expertise in interpreting audit and compliance requirements applicable to PACE organizations, combined with an understanding of PACE operations.
In addition, this position provides strategic leadership and functional oversight of the Quality and Compliance department, including establishing priorities, guiding team performance, and ensuring alignment with organizational goals. The Senior Director serves as a subject matter expert on regulatory requirements, supports education and capacity-building for PACE organizations, and leads the development of systems, tools, and processes that promote high levels of compliance and quality performance.

Compliance Leadership and Program Oversight
- Interpret audit and compliance requirements applicable to PACE organizations and gain a thorough understanding of PACE program operations.
- Serve as NPA’s leading expert and resource to PACE organizations and CMS regarding compliance related issues.
- Lead NPA’s strategic efforts to respond to compliance related materials (e.g., PACE audit protocol materials) issued by federal regulatory agencies.
- Support PACE organizations in audit preparation and readiness through development of tools, resources, and educational programming.
- Monitor the evolving health care regulatory and policy environment and assess impacts to PACE organizations.
- Serve as NPA’s subject matter expert and liaison to external audiences on matters relating to compliance.
- Identify trends and emerging compliance risks and provide strategic guidance to address.
- Develop and disseminate resources and best practices to strengthen compliance programs (e.g., self-audit tools, model policies, peer learning opportunities).
- Serve as a subject matter expert to NPA committees, subcommittees, and member groups.
- Communicate compliance updates, resources, and opportunities through NPA communication channels.
Quality and Compliance Department Leadership
- Provide leadership and functional supervision for the Quality and Compliance department, including setting priorities, assigning work, and monitoring progress toward team goals.
- Oversee the planning, coordination, and execution of team initiatives, ensuring alignment with NPA’s strategic plan.
- Lead annual work planning, goal setting, and budgeting for the Quality and Compliance team.
- Support staff development, coaching, and performance feedback, fostering a collaborative and high-performing team environment.
- Establish and maintain departmental processes, workflows, and performance metrics to ensure operational effectiveness and accountability.
- Serve as the primary representative of the Quality and Compliance team in internal leadership forums, including Organizational Performance Group meetings.
Knowledge, Skills and Abilities
- Knowledge of the laws, standards, and regulations that apply to PACE, Medicare, Medicaid, managed care, and long-term care.
- Experience interacting with regulatory authorities.
- Excellent written, verbal, and analytical skills.
- Ability to work professionally with sensitive, proprietary data and information, while maintaining confidentiality.
- Strong interpersonal skills and ability to work in a team-focused environment.
- Demonstrated ability to work in an association membership organization is desirable.
- Must be able to manage multiple tasks/projects simultaneously. Ability to adapt to frequent priority changes.
- Certification in healthcare compliance preferred.
Requirements
Education
- Bachelor’s degree required; advanced degree in health care administration, health care policy, clinical discipline, or related field strongly preferred.
Experience
- A minimum of 5 years of relevant experience, e.g., development, implementation, and oversight of a compliance program in or for a healthcare setting.
- A minimum of 5 years’ experience working with federal government agencies and policy makers.
- Knowledge of federal and state laws and industry requirements affecting PACE strongly preferred.
