Senior Manager of Compliance & Contracts 

 
DC Green Bank is seeking a Senior Manager of Compliance & Contracts who will be responsible for overseeing all aspects of contracts management, procurement, and compliance related to DC Green Bank’s projects, including federal grants and contracts.  

In conjunction with the Chief Operating Officer, the Senior Manager will design and implement all aspects of DC Green Bank’s compliance, contracting, procurement, and vendor management practices and procedures. These efforts include assisting with contract administration and compliance issues relating to the organization’s procurement, solicitation, and contracting functions as well as the administration of awarded grants, cooperative agreements, and contracts. 

 

Responsibilities: 

Compliance: 

  • Serve as DCGB’s lead point of contact with all partners on matters related to contract administration and/or compliance matters. 

  • Work with program staff to review program operations and ensure the highest level of adherence to DCGB’s compliance obligations.  

  • Identify potential compliance risks and develop strategies to mitigate them. 

  • Conduct training sessions for relevant staff to enhance their understanding of key federal, District, and philanthropic rules and regulations as well as relevant DCGB policies and procedures.  

 

Procurement: 

  • Review and revise existing DCGB procurement policies and procedures to ensure compliance with relevant federal and District laws and regulations. 

  • Manage planning, implementation, and monitoring of all procurement activities, ensuring that all procured services and products are delivered with agreed time frames and budget.  

  • Develop strategies and standardized approaches across all DCGB teams to support efficient procurement of necessary services and products.  

  • Manage DCGB’s competitive bidding processes in accordance with the procurement policy and applicable laws and regulations. 

 

Contracting & Vendor Management: 

  • Develop new, and revise existing, contract templates and workflows, including subcontracts, grants under contract, subawards, consultants, memoranda of understandings (MOUs), etc.  

  • Organize and manage the retention of contracting, vendor, and procurement filing systems.  

  • Advise project teams to ensure efficient, effective and compliant performance throughout projects by providing guidance on contractual issues, interpreting regulations, reviewing internal and external requests and budget modifications, etc.  

 

Grant Management: 

  • Monitor and maintain funding reporting schedules and requirements. 

  • Track progress toward organizational and programmatic outcomes and goals. 

  • Request reimbursements and drawdowns as needed. 

  • Assemble all necessary supporting materials and documents including budget reports, outcome measurements, etc. 

 

Requirements:

  • A minimum of 7 years of progressive and relevant experience required, specifically related to procurement and/or grants management. Government contracting experience preferred. 

  • 4-year degree in Business, Finance, or related field, or 4 years of additional equivalent experience in lieu of bachelor’s degree.  

  • Certified Grants Management Specialist (CGMS) preferred. 

  • Certified Professional in Supply Management (CPSM) preferred. 

  • Experience with the Davis-Bacon Act and Build America, Buy America Act strongly preferred. 

  • Excellent oral, written, and interpersonal skills; a demonstrated ability to be extremely organized, prioritize tasks, and meet deadlines. 

  • Self-starter who requires minimal supervision. Ability to work in a collaborative manner when necessary.  
     

Position Details:

  • Status: Full-time, exempt  

  • Location: Washington, D.C.  

  • Salary: $130,000-$140,000 

  • Hybrid Work Schedule: 3 days in office, 2 days WFH – subject to change in the future.  

  • DCGB policies include a preference for hiring District residents, or individuals who become District residents within 180 days of their becoming an employee of DCGB.
