Hispanic Federation (HF) is the nation's premier Latino nonprofit membership organization. Founded in 1990, HF works to empower and advance the Latino community and its institutions through programs, advocacy, grantmaking, disaster relief, and capacity building. HF focuses its work in eight areas: education, economic empowerment, health, immigration, civic engagement, disaster relief, and the environment. Whom We Seek

Hispanic Federation seeks a Vice President for Federal Advocacy and Network Mobilization to help engage, mobilize, and maximize the integration of the Federation’s national network of member and partner nonprofits around federal policy issues impacting the Latino community. The VP will engage members around civil rights, economic empowerment, and immigration.

This individual will work closely with senior managers including the HF President, other HF advocacy staff, allies, and HF members and partners on the development and adoption of fair and just policies that increase opportunities for the Latino Community. The position’s responsibilities include analyzing current and proposed legislation, preparing policy analyses, writing advocacy materials, and working with Latino and BIPOC grassroots leaders to advocate before Congress and federal agencies on issues of primary importance to the well-being of our families and communities. The Vice President is expected to amplify the voice of HF and Latinos at the national level, and greatly expand the engagement of its growing national network of nonprofits in federal policy and advocacy activities.

The Vice President must have strong analytic, communications, messaging, and coalition-building skills and the ability to work collaboratively with extremely diverse groups and individuals.

Job Duties and Responsibilities

  • Help maximize federal advocacy involvement of the Federation’s national network of member and partner nonprofits through tasks such as:
    • Communicating with an active national advocacy network of at least 250 Latino nonprofits
    • Providing in-person and online advocacy training sessions
    • Organizing and supporting national advocacy events with partners in Washington, DC
    • Preparing briefing materials for the network
    • Engaging partners in national advocacy campaigns, focusing on assigned topic areas
  • Take primary responsibility for maximizing the federal policy and advocacy involvement of the Federation’s national network of member and partner nonprofits. Issue areas will include but not be limited to civil rights, economic empowerment, and immigration; and entail the following tasks:
    • Monitor and analyze relevant activity on Capitol Hill, in the executive branch and by other advocates (partners, allies, and adversaries)
    • Keep informed about assigned issues and options, and serve as in-house expert on these issues:
      • Produce communications for an active national advocacy network of Latino nonprofits
      • Provide in-person and online advocacy training sessions
      • Organize and support national advocacy events and campaigns on assigned issue areas
      • Preparing briefing materials including action alerts for the network on assigned issue areas
  • Work with HF leadership to develop strategies for advancing key policy goals
  • Help organize the advocacy team around priority issues
  • Advocate for adoption of HF policy positions both organizationally and in coalition
  • Prepare written issue briefs, letters, talking points, and other policy/advocacy materials
  • Work with communications staff to prepare and post social media messages, op eds, and other media materials
  • Prepare testimony for the organization and its leadership to present, and may be asked to testify on behalf of HF before Congressional committees
  • Organize and implement briefings for Congressional members and staff and for other stakeholders
  • Work collaboratively with advocacy team to support the organization’s overall policy/advocacy portfolio
  • Help develop and implement a tracking system for HF’s advocacy work
  • Comply with all 501(c)(3) legislative advocacy requirements
  • Assist the HF development team in obtaining funds to support federal advocacy work

Required Skills and Qualifications

  • Bachelor’s degree required; advanced degree in public administration, law, public policy, or similar field is an asset
  • Five (5) years of professional experience in public policy and advocacy, including prior experience at the federal level
  • Knowledge of civil rights, economic empowerment, and immigration, gained through program or policy/advocacy activities, and in-depth knowledge of at least one of these issue areas
  • Experience in building and supporting diverse coalitions
  • High-level, strategic understanding of social change and progressive movements backed by direct experience with culturally competent grassroots efforts
  • Excellent oral communicator and writer, with public speaking experience, able to articulate complex issues in persuadable messages to different audiences including, but not limited to, elected and appointed government officials, media, community leaders, policy experts, nonprofit managers, business leaders, funders, and the Latino community
  • Comfortable working with the media
  • A strong trainer and facilitator, with experience designing and conducting in-person and remote policy and advocacy training and organizing events
  • Experience in using quantitative and qualitative data to shape messages and support advocacy positions
  • Capacity to work independently, manage several projects simultaneously, take initiative, creatively problem solve, and exercise good judgment
  • Experience supervising staff and interns, and supporting their professional and leadership development
  • A team player and relationship-builder with excellent interpersonal and diplomacy/consensus-building skills, including ability to share leadership and to work cooperatively with other federal policy and advocacy staff, advocates in sister organizations, Federation staff in other locations, and member and partner agency personnel
  • Must have a knowledge and understanding of issues affecting Latino and immigrant communities.
  • Ability to do media interviews in both English and Spanish Demonstrated respect for others, including people of diverse backgrounds and experience

Compensation and Benefits:
The salary range for this position is commensurate with experience, starting at $110,000. Compensation comes with a robust benefits package with fully subsidized medical, dental, vision insurance, 403(B) retirement plan (including eligibility for a company match), and access to flexible spending and pre-tax commuter benefits. Full-time regular employees are also provided with 15 vacation days, four personal days, and paid sick time.
