Fiscal Policies and Procedures Manual Update
Hispanic Federation (HF) is a national nonprofit organization headquartered in New York that works to build power and advance the Latine community and its institutions through nonprofit capacity-building, grantmaking, programs, advocacy, and emergency relief and recovery. In addition to the headquarters, HF has state and regional offices in CA, CT, FL, IL, NC, as well as in Puerto Rico and Washington, DC. HF’s annual budget is about $60 million, including awards from six federal U.S. Departments.
Project Overview: Hispanic Federation (HF) seeks consultants (individuals and/or entities) to review and update HF’s Fiscal Policies and Procedures Manual. This includes working with Finance Department staff and other HF Departments to revise current policies and procedures (P&Ps), develop additional policies and procedures, update to align with the recent changes in the Uniform Guidance (2 CFR 200), and restructure the Manual.
Expected Performance Period: January 2, 2025 – March 31, 2025, with a possibility of starting earlier, depending on HF’s and consultant’s availability.
Eligibility: Individuals, nonprofit organizations, and for-profit organizations in the continental United States and Puerto Rico.
Needed Consulting Services: Revisions of HF’s existing Fiscal Policies and Procedure Manual. The Manual aligned with Uniform Guidance’s structure, and provides basic P&Ps required by the Uniform Guidance. The consultant will be expected to revise the Manual to:
- Revise existing P&Ps to better reflect HF processes and workflow,
- Identify and draft additional missing P&Ps (approx. 20),
- Update for the recent changes in the Uniform Guidance,
- Restructure the Manual to address most important P&Ps first.
Revisions will require close work with the Finance Department, including meetings with staff, in-person or virtually, focus groups, and review of other existing HF P&Ps. Other HF Departments, including Operations, HR, and Compliance will participate as well. General accounting procedures are excluded. All revisions must use “plain language” to the degree possible. HF will conduct bi-weekly debrief meetings with the consultant for about 1 hour each.
Timeline and Outputs: Applicants will provide a suggested timeline, including major outputs per time period.
Cost: Applicants will provide hourly rates for every person who will be working on this project as well as the total estimated amount for the project.
Reporting: HF will pay the consultant based on the negotiated hourly rate and alignment with progress towards project goals. Consultants will be asked to submit to HF monthly invoices using a template provided by HF. It will ask for a short summary of assistance provided, dates and times.
Requirements:
Consultants must:
- Have at least ten years of direct professional experience in implementing same or similar work.
- Meet all federal contractor requirements, including the Uniform Guidance for Federal Awards (2 CFR 200) and other federal requirements for contractors.
- Share HF’s mission, values and principles
- Be comfortable using “plain-language”.
For entities, provide information for each staff member expected to work on the project.

(1) A concise summary of your experience and capacity to provide the proposed consulting services.
(2) Skills and experience of staff who will be providing technical assistance. Please also upload their resumes.
(3) Previous clients who can serve as references, focusing on related assignments. Provide information on three prior related assignments, including client’s name, email and phone number; period of performance; and a brief description of the work.
(4) Hourly rates and estimated total effort or, for entities, the range of rates for the identified staff, and show how the rate was calculated and what is included.
