Job Summary
A successful senior proposal specialist is an energetic, resourceful and experienced professional with the primary responsibilities of developing proposals, team collaboration and preparation, production, and delivery of proposals and presentations primarily for Government sectors, under the direction of the Proposal Director.
Job Duties
The senior proposal specialist will contribute to and manage the production of responses to solicitations of Requests for Qualifications (RFQs), Requests for Information (RFIs), and Requests for Proposals (RFPs), as well as queries and communications related to proposals
Assume end-to-end ownership of the entire proposal process which includes:
Skillful utilization of the ExpedienceTM MS Word-based platform for proposal creation
Pre-proposal positioning
Proposal development strategies and implementation
Pro-actively develop, maintain, and apply Utility Associates’ proposal planning process for each proposal, to include outlines/mockups, client-focused custom content, production-related tasks schedule, action items, etc.
Compiling materials for proposals and leverage existing archived proposal information, ensuring that client’s requirements are fully met
Conducting searches for appropriate materials
Writing and editing project summaries and graphics such as project organization charts and resumes of project personnel - Provide quality assurance checks to ensure that all deliverables support the standards and procedures set forth in Company policies, procedures, and practices
Managing related support processes including written RFQ, RFI and RFP proposals
Providing support for verbal presentations
Tracking and monitoring proposals after submittal
Providing support for written documentation of company marketing activities after proposal submittal
Confer with internal technical subject matter experts to communicate responses in support of the company’s proposals
Ensure proposals are compliant and delivered in a timely fashion
Collaborate with Sales and Revenue executives on capture management, proposal strategy, and team with inside sales and research staff to write, edit, review, and produce winning proposals
Remain current on all amendments and modifications to the solicitation
Support for Protest and Appeal procedures in the event a procurement process is found to have been in violation of due process and published and adopted standard government procurement practices
Plan and manage any executive/management briefings and reviews
Assign specific responsibilities to others as needed
Coordinate development of pricing sections with the executive team as appropriate
Support development of MBE/WBE/VBE proposal compliance, and any subcontracting proposals if warranted
Coordinate with Communications and Graphics Manager to develop graphic design solutions to conceptualize, develop, and integrate compelling graphics that which convey concepts and proposed solutions to enhance proposals
Manage multiple tasks in a deadline-oriented environment
Compile proposal materials for archiving in Company data base and relationship management files as needed

Job Requirements
Bachelor’s Degree in Marketing, Journalism, Communications, Business or related field
5+ years of progressive experience as a Proposal Manager developing and managing complex proposals in a fast-paced, deadline-driven environment in technical, communications, design, engineering or construction industries
Proficient in the ExpedienceTM MS Word-based platform for proposal creation is preferred
Experience completing US Federal and State-level proposals (preferred)
Experience completing Cooperative Purchasing proposals (preferred)
Proficient in writing original proposal text and modifying existing proposals to meet the specific needs of each new RFQ, RFI or RFP
Project management experience
Excellent organizational skills
Solid written and verbal communication skills
Excellent interpersonal skills including the ability to work as a member of various teams or to work independently as required
Demonstrated ability to complete superior work with hard deadlines
Successful candidate should expect on occasion to work flexibly outside normal business hours on short notice in the event it is required
