In addition to providing resources and loans to small businesses, we also conduct original research, advocate for policy changes, and finance community construction projects in low-income neighborhoods through our New Markets Tax Credit program.

The Role

The Treasurer will be responsible for the overall management of the treasury affairs at the Company including balance sheet management, funding and liquidity management, capital markets, funds transfer pricing, and investment portfolio management. Reporting to the Chief Financial Officer, this executive will serve as a trusted advisor to the CEO, the Board of Directors, and the Executive Committee.  They will maintain effective relationships and credibility across the leadership team and with key stakeholders including the company’s banking group and other investors.

Key Responsibilities/Accountabilities

Balance Sheet Management

  • Develop the annual funding plan and execute liability management transactions to support the funding needs of the Company.
  • Develop and execute asset/liability management strategies that consider risks inherent in the balance sheet and align with the strategic plan.
  • Monitor and provide analysis to executive management and the board regarding treasury-related risks, including interest rate risk, liquidity risk, and other market related risks.
  • Routinely bring together parties from across the enterprise to collaborate around critical issues in ALM and balance sheet management; including creating thought leadership to build consensus, surface appropriate issues and drive actionable outcomes.

 

Funding & Liquidity Risk Management

  • Forecast and plan balance sheet strategies, primarily focusing on capital, funding, and liquidity planning. 
  • Manage liquidity risk, including development of policies and procedures, liquidity risk modeling and stress-testing activities.
  • Analyze and anticipate the Company’s cash requirements to ensure both long- and short-term requirements are met.
  • Manage all funding activities, including both strategy and execution.

 

Interest Rate Risk Management & Hedging

  • Acts as the company’s primary “risk manager” for interest rate risk, including identification and measurement of risks, communication of risks to decision makers, implementation of risk management strategies (including hedging where appropriate), and evaluation of risk management performance.

 

Funds Transfer Pricing

  • Build and manage a funds transfer pricing model commensurate with the size and complexity of the company.

 

Debt Issuance and Investor Relations

  • Issue bank debt necessary to optimally fund the organization in line with overall balance sheet management strategies and funding and liquidity risk management requirements.
  • Develop and maintain proactive banking and investor relationships which create stable sources of capital.
  • Maintain compliance with banking covenants along with appropriate controls and risk parameters.


Capital Markets

  • Issue bank debt necessary to optimally fund the organization in line with overall balance sheet management strategies and funding and liquidity risk management requirements.
  • Develop and maintain proactive banking and investor relationships which create stable sources of capital.


Investment Portfolio Management

  • Optimize the use of any excess cash through appropriate investments.
  • Manage all aspects of an investment portfolio, including developing a strategy, within well controlled parameters and risk tolerances to ensure appropriate availability of cash and optimizing returns.
  • Report on performance of the portfolio, including value created.
  • Ensure governance framework for securities portfolio.

The Person

Highly qualified candidates will share Accion Opportunity Fund’s commitment to its mission and will embody the organization’s core values bringing a broad range of skills and experience including, but not limited to:

  • Minimum of 5 years’ experience as a Treasurer, Assistant Treasurer, or equivalent
  • Bachelor’s degree required; MBA, CPA, CFA or CTP desired.
  • Strong knowledge of consumer lending products and services and the associated funding implications.
  • Proven ability and leadership skills to develop and implement a robust treasury platform and organization.
  • Good judgment coupled with excellent analytic skills, and a proven capacity for rendering objective business decisions.
  • A dynamic leader with a broad lending and funding perspective who has and can develop constructive working relationships internally and externally.
  • Knowledge and well-developed skills in selecting and motivating key personnel.
  • Well organized; capable of handling a variety of issues and assignments; a problem solver.
  • Shows initiative and aggressively pursues projects to completion.
  • Effective in oral and written communications.
  • Presence and inspires respect among executives both within and outside the organization.
