The Purchasing Manager is responsible for all aspects of materials acquisition and supplier management for the development, manufacture and delivery of systems, components and services in support of the company’s overall mission and goals.  This is a leadership role with responsibility for recruitment, development, and management to build a world-class Purchasing team.  At the core of this mission critical function is the development and implementation of Global Strategic Sourcing and Supplier Management processes

 

JOB DUTIES: (Other duties may be assigned)

Ø  Establishes and manages a global sourcing system that strategically optimizes and blends cost, quality, and availability of required products, technologies, and services

Ø  Develops and implements a Supplier Qualification and Management system that recruits and maintains suppliers who provide high quality products and services at competitive prices while maintaining the highest code of ethics and conduct

Ø  Develops benchmarks, measurements, and communication systems to evaluate, report and manage supplier performance

Ø  Actively participates in the new product development and introduction (NPI) processes by identifying and developing new sources of supply to meet the company’s strategic product and component objectives.  Coordinates with the product development team to leverage purchasing, supplier, and logistics expertise, to help set and achieve product cost and quality goals

Ø  Participates in the forecasting process by analyzing market and delivery conditions to determine present and future material availability and opportunities for strategic sourcing in coordination with business plans

Ø  Coordinates with the Planning Manager to ensures that MRP tools are effectively used to maintain a planning horizon that is consistent with supplier lead times for purchasing and production workload balancing

Ø  Supports the on-time delivery of products and components to customers through strategic use of inventories and lead time reduction strategies

Ø  Responsible for inventory levels of purchased items.  Drives continuous reviews of inventory for slow moving and obsolescence and drives corrective actions

Ø  Develops and implements processes and guidelines to optimize material flow from suppliers through production and to the customer while enhancing responsiveness and customer satisfaction

Ø  Partners with Quality and Operations to develop processes and systems to manage product quality, returns and order claims for product nonconformance

Ø  Partners with Finance to establish and manage supplier terms that meet financial goals of the company

Ø  Develops a process to obtain and evaluate vendor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service

Ø  Prepares and reviews contracts, bids, proposals and vendor agreements for legal correctness, competitive price and acceptability based on a thorough knowledge of the company needs

Ø  Establishes key internal metrics and reporting systems in all aspects of the supply chain

Ø  Ensures that work processes and standard operating procedures are established, followed, and updated as necessary for all procurement functions

Ø  Assigns procurement responsibilities and communicates these to all internal users of the services

Ø  Negotiates or supervises negotiations of complex requests for materials or services

Ø  Manages the processes for evaluating and acquiring capital equipment and office furnishings and supplies

Ø  Builds a world-class team of employees that work together and with the rest of the organization to make superior supply chain performance a key advantage for MTI

Ø  Acts as a mentor to production buyers

Ø  Provides overall direction, coordination, and evaluation of the team

Ø  Carries out leadership and management responsibilities in accordance with company policies and applicable laws

QUALIFICATIONS:

Ø  BS in Supply Chain Management or Materials Management or equivalent amount of experience and education required 

Ø  Seven (7) or more years of experience in technology procurement using MRP methods required

Ø  Background of progressive leadership experience, leading into a Purchasing Management position or similar

Ø  Additional experience in materials and logistics management preferred

Ø  Proven background of supplier management with offshore supplier management

Ø  Experienced with generally accepted accounting practices, strategic and tactical planning and budgeting are necessary

Ø  Excellent leadership and communications skills required
