Site Development - Program Manager
Reports To: VP of Deployment
Location: Position requires a full-time presence in Durham, NC
Base Salary Range: $110,000 – 130,000 per year

Job Summary: We’re seeking a highly driven Site Development - Program Manager to lead the end-to-end coordination of permitting and utility approvals across our EV infrastructure portfolio. This role is critical to ensuring sites are construction-ready and delivered in alignment with program timelines. You’ll work closely with external design partners, internal stakeholders, and Site Development Managers to drive project momentum, enforce accountability, and forecast key milestones. The ideal candidate thrives in fast-paced environments, embodies extreme ownership, and brings a strategic mindset to scaling complex operations.
Key Responsibilities:
- Lead recurring coordination calls with external Design Partners to drive progress across all active projects within the permitting and utility approval stages.
- Monitor and manage regulatory review cycles, including AHJ (Authority Having Jurisdiction) and utility submissions, ensuring timely responses to comments and required revisions.
- Establish and track resubmission timelines, pacing vendors toward target dates and maintaining momentum across project portfolios.
- Define and enforce accountability for both internal teams and external partners by identifying critical action items and ensuring timely execution.
- Develop and maintain milestone forecasts, providing visibility into permitting and utility approval timelines to support downstream construction planning.
- Make strategic decisions and direct cross-functional actions to resolve blockers and maintain forward progress on site readiness.
- Drive programmatic site delivery, ensuring projects are fully permitted and energized in alignment with construction schedules.
- Utilize Salesforce and Confluence to manage project data, track progress, and facilitate transparent communication across stakeholders.
Key Performance Indicators (KPIs):
- Project Throughput: Number of sites successfully advanced to construction-ready status per quarter.
- Vendor Pacing Compliance: Percentage of Design Partners meeting defined resubmission targets within expected timelines.
- Forecast Accuracy: Degree of alignment between projected milestone dates and actual delivery outcomes. % of sites that received a permit before the latest forecasted approval date
Required Qualifications:
- Bachelor’s degree in engineering, Construction Management, Finance, Business Administration, or a related field is required with a minimum of 3 years of relevant experience.
- Proven ability to manage and scale multiple concurrent site projects, successfully overseeing a portfolio that could contain between 2 to 15+ active projects.
- Proven ability to lead external partner relationships and drive accountability across cross-functional teams.
- Demonstrated background in program management or operations leadership, ideally within infrastructure deployment or construction environments.
- Excellent communication, organization, and decision-making skills.
- Ability to thrive in a fast-paced, deadline-driven environment with multiple concurrent projects.
- Proficiency in project forecasting and milestone tracking.
- Strong sense of extreme ownership, with a proactive approach to identifying strategic and tactical opportunities to scale operations effectively.
- Ability to ensure contractual obligations are upheld by both internal teams and external partners.
Preferred Qualifications:
- Direct experience managing permitting and utility coordination, with strong familiarity in AHJ and utility review processes including submission cycles and comment resolution.
- Experience in EV charging infrastructure deployment, including site development, permitting, and utility engagement.
- PMP or similar project management certification.
