About the role:

DFC is seeking a professional with demonstrated experience in the individual health insurance market to join a support contract in the federal healthcare consulting industry. The team is seeking a driven, inquisitive individual with excellent critical thinking skills and high attention to detail, enjoys working in a fast-paced and regularly changing environment, and can effectively manage competing priorities. Candidates must bring demonstrated experience with a health insurance issuer, agency/brokerage, government agency, government contractor, State-based Marketplace (SBM), or other relevant entity in support of the individual health insurance market, either on- or off-Exchange.

What the role requires:

  • Work on a project team and provide subject matter expertise to support the implementation of complex federal health policy and functional design improvements (note: this role does not include policy analysis or writing).
  • Review federal policy, standards, and legislation to understand requirements for coverage and financial assistance on the Marketplace.
  • Evaluate and analyze the impact of new or revised changes to legislation before the Congress pertaining to any CMS program.
  • Conduct analysis of policy issues and topics by researching background information, the origin of laws, and the intended impact in order to provide effective support to CMS staff.
  • Translate complex concepts and policy into plain-language technical assistance and business operation documentation for internal and external stakeholders.
  • Provide technical assistance, consistent with program expertise and experience, to other Federal agencies staff, State agencies and private sector organizations.
  • Facilitate meetings, review meeting materials including agendas, notes, briefing materials, and action items.
  • Coordinates program assignments with internal and external stakeholders as required to diagnose problems and develop viable courses of action.
  • Support continuous process improvement efforts across the program to enhance efficiency.
  • Apply qualitative and quantitative methods for assessing the efficiency and effectiveness of a health care program.
  • Respond to inquiries regarding program oversight activities and engage with internal and external stakeholders.
  • Engage and communicate with external stakeholders both verbally and in writing.
  • Draft briefings, reports, and other deliverables.
  • Conduct quality assurance activities.

What you need to be successful:

  • Demonstrated experience supporting the individual health insurance market, either on or off-Exchange.
  • Detailed knowledge of the individual health insurance market, the role of the Federally-Facilitated Exchange (FFE) or an SBM, and market conditions.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Ability to exercise strong attention to detail, as well as problem-solving and organizational skills.
  • Strong analytical skills and ability to work with a team throughout the system development life cycle.
  • Ability to produce consistent, insightful, high-quality work against tight deadlines.
  • Ability to communicate insight and recommendations in oral presentations or written documents.
  • Self-directed; ability to work on tasks requiring analysis, writing, and planning activities with limited guidance or oversight.
  • Ability to work collaboratively as a member of a team, contributing positively to team operations and working relationships.
  • Proficiency in the Microsoft Office suite.
  • Experience working with federal government projects is preferred.

  • A Bachelor's degree is required.
  • Ability to obtain a US government security clearance, if needed, is required.
