POSITION SUMMARY
- Vice President of Affordable Property Management provides Executive leadership to a large portfolio of HUD Section 8 housing properties located throughout Pittsburgh. This role is directly responsible for managing a group of assigned assets and is accountable for all operations of the assets in their inventory, all on-site employees and enforcing all Company policies, procedures and internal operations. The overall objective of this role is to meet the expectations of each asset, based on the respective operating budget, Management Agreement and business plan of MultiVersity’s affordable housing portfolio.
SUPERVISORY RESPONSIBILITY:
- This position is responsible for providing oversight as to the hiring, training, mentoring and evaluation of these employees.
RESPONSIBILITIES:
- New Business Development- Establishing rapport and arranging or attending meetings with potential new clients and communicating with assisting the Acquisitions Department.
- Monitoring compliance for Portfolio- Ensure compliance as well as other communicated company standards and procedures.
- Responsible for monitoring and reporting on compliance matters pertaining to all federal and state housing programs, including but not limited to HUD, Sect. 8
- Keeps current on the Federal, State and local rules, regulations, changes, grants, contracts and needs of the various funding sources, subsidy programs, tenant selection, and waitlist requirements and ensures dissemination and communication to Housing staff.
- Conducts on-going file audits on leasing files, to ensure compliance with varied and layered subsidies and funding
- Coordinates the follow up of audit findings, assists in correction, completion and response of audit findings, in collaboration with teams.
- Maintains and updates application, move in and recertification packets and required paperwork to ensure compliance with multiple funding sources.
- Establishes protocol and procedures, for program operations, compliance.
- Monitors program compliance with Section 8 programs and provides regular reports
- Makes recommendations on updates of the Tenant Selection Policy
- Acts as a System Administrator for housing compliance software and provides support to staff.
- Produces and distributes weekly, monthly and quarterly reports
- Identifying and advising Executive team on risks associated with the real estate portfolio.
- Monitor progress of construction and renovation projects to ensure that any new funding related to compliance or program eligibility is incorporated prior to completion.
- Support and assist in internal campaigns that seek to improve an organization's work environment, company culture, or overall business strategy.
- Overseeing day to Day Property Operations- Align teams, set goals, executive initiatives, and improve processes- helping the organization to run efficiently and effectively. Determine ways to decrease costs, increase revenue, and improve overall asset and or portfolio performance.
- Maintains/oversees internal waitlist and ensures compliance with HUD regulations.
- Responsible for the completion of monthly subsidy billings for related properties.
- Monitors monthly requisitions, subsidy and rent payments, move in/out and recertification activities for completeness and accuracy in the system, and reports to concerns to executive team.
- Monitors expenses connected to each rental unit according to approved budgets, along with tracking rent and deposit receivables associated with each unit and property.
- Monitors and analyzes property performance data to identify areas for improvement.
- Prepare and Support the Portfolio in completing comprehensive budgets including the review of Revenue and expenditure reporting.
- Employee Coaching and guiding employee Development. Conducting Performance Reviews.
- Representing the organization at conferences, meetings, and trade shows
- Comply with all Fair Housing and Fair Employment Laws
- Responsible for meeting all training requirements for the position (Grace Hill, Safety Meetings, etc.).
Qualifications
- Minimum 5 years' experience in a similar Regional or VP leadership role, within an Affordable Property Management organization.
- High School diploma or equivalency certificate required. College degree in a relatable field preferred, or equivalent combination of education and work experience in the field of property management.
- Certification or designation from an accredited organization, preferred (ARM, CAM, CAPS, COS, CPM, MPM, RMP, etc.).
- Must be proficient in speaking, reading, and writing in English.
- Strong computer skills (MS Office, Google Apps, property management-related software, email, internet).
