Entitlement Manager Job Purpose: Land Development & Entitlement Manager is responsible for driving the entitlement and pre-construction process for all assigned development in Colorado as part of a multi-disciplinary team of consultants and True-Life Associates. The primary role is to take prospective projects through the feasibility and entitlement process to deliver platted lots.
Primary Responsibilities:
· Perform due diligence procedures for prospective land acquisitions
· Create and maintain pre-development and land development budgets throughout the entitlement and pre-construction process.
o This requires interviewing and sourcing proposals from various professional consultants as well as reviewing proposals for complete scopes of work and accurate cost estimates
· Obtain required land use, zoning, site plan, engineering and development approvals and permits from various regulatory agencies for prospective land acquisitions
· Coordinate and manage consultant teams which may include civil engineers, legal counsel, environmentalists, architects, title agents and geotechnical scientists
· Assist with keeping projects on budget, on schedule and meeting or exceeding business plan key performance indicators
· Assist with preparing annual business plan projections
· Coordinate and present at key community and public hearings for project approvals
· Communicate effectively with the consultants responsible for completing various phases of the project
· Communicate effectively with City Planners and other Government Officials for completing various land planning entitlement approvals
· Prioritizes conflicting needs; handles matters expeditiously, proactively, and follows-through on projects to successful completion, often with deadline pressures
· Directs quality control review of project deliverables to ensure requirements are met
· Coordinates and completes a broad variety of administrative tasks, which may include but are not limited to creating and distributing meeting notes, responding to information requests, database management, document preparation, composing and preparing correspondence that is sometimes confidential, mailing/delivering documents and packages, managing calendars and travel arrangements, and processing expense reports
· Other duties as assigned
Skills, Qualifications, Knowledge Requirements:
· Experience managing all phases of Colorado entitlement processing including Zoning Codes, Comprehensive Plans and other applicable municipal codes impacting the development of land.
· Strong organizational skills that reflect an ability to perform and prioritize multiple tasks seamlessly and with excellent attention to detail
· Excellent interpersonal skills with the ability to build relationships with stakeholders, including staff, external partners and investors
· Demonstrated proactive approaches to problem-solving with strong decision-making capability
· Highly resourceful team-player with the ability to also be independently effective

Experience/Education:
· Minimum 3-5 years of experience in Colorado land entitlements, land planning, residential/commercial development, or civil engineering
· A four-year bachelor’s degree or master’s with a focus in real estate development, real estate finance, urban planning and land planning, civil engineering
· Proficient in Microsoft Office (Outlook, Word, Excel, and Power Point), Smartsheet, Adobe Acrobat, PC and Apple Operating Systems, and social media web platforms, with the ability to quickly adapt to changing technology environments
