Independent Contractor Opportunity – Qualitative Research Analysts

I. Introduction
Liberation in a Generation (LibGen) is seeking proposals from qualified independent contractors to provide qualitative research analysis services for a statewide community engagement effort related to the California Social Housing Study. LibGen anticipates engaging two part-time research analysts to support this project between May – December 2025.
II. Organizational Background
Liberation in a Generation is a movement support organization that works to advance the economic liberation of people of color within one generation. Founded in 2019, LibGen brings together advocates, organizers, economists, and movement leaders of color to build a Liberation Economy—an economy where all people of color have the power and resources to thrive.
III. Project Overview: California Social Housing Study
The Stable Affordable Housing Act of 2023 (SB555) mandates a comprehensive study to define and explore pathways to social housing in California. The study is being led by the Terner Center for Housing Innovation at UC Berkeley and funded by the California Department of Housing and Community Development.
Liberation in a Generation and Tenants Together are leading the community engagement portion of the study, which will include:
- 16 three-hour sessions (May–June 2025)
- 16 two-hour sessions (September–October 2025)
Participants will include over 200 low-income residents and at least 10 tenant organizers from across California. The sessions aim to gather insights to inform the definition and design of social housing policy.

IV. Scope of Work
Selected contractors will collaborate with LibGen and the Terner Center to analyze qualitative data collected during the community engagement sessions.
Contractor responsibilities include:
- Listening to audio recordings and producing detailed summaries of small group conversations
- Reviewing and correcting auto-generated transcripts
- Assisting in the development and refinement of a qualitative codebook
- Coding summaries and/or transcripts using Dedoose (or comparable qualitative analysis software)
- Supporting synthesis of findings and emergent research tasks as needed
Contractors may be invited to observe one or more engagement sessions in person to understand the facilitation structure and participant dynamics.
V. Qualifications
Ideal candidates will:
- Be fluent in Spanish and English (audio recordings may be in either language)
- Have experience or training in deductive and inductive qualitative methods
- Be familiar with Dedoose or a similar qualitative data analysis platform (or willing to learn)
- Demonstrate strong communication and accountability practices
- Preferably be based in California, though this is not a requirement
VI. Contract Timeline & Compensation
- First engagement round (May–August 2025): Approximately 300–400 hours of work per contractor
- Second engagement round (September–December 2025): Fewer hours expected during analysis
- Hourly Rate: $50/hour
- Travel: Occasional local travel may be requested (1–2 times, reimbursed if applicable)
VII. Proposal Submission Instructions
Interested contractors should submit a proposal that includes:
- A brief statement of interest and relevant experience
- Resume or CV
- Two references familiar with your research work
- A short writing sample (preferably a summary or excerpt of a previous qualitative analysis)
- Confirmation of availability during the project timeline

VIII. Evaluation Criteria
Proposals will be evaluated based on:
- Relevant experience and qualifications
- Fluency in Spanish and English
- Familiarity with qualitative analysis tools (especially Dedoose)
- Availability during project periods
- Quality of writing sample
