As the Lead Proposal Manager for Samtek, you will support our energetic and committed growth organization through the development of competitive proposals and the pursuit of federal contracts. The Proposal Manager ensures a proposal is compliant with all RFP requirements and oversees proposal production and delivery activities. You will be a critical, foundational member on the BD team and will tackle projects and proposals of varying size.
Responsibilities
- Lead, manage and direct all proposal development efforts
- Actively participate in the pre-RFP capture process, working closely with the pursuit team to ensure execution of the win strategy and sufficient preparation for successful proposals.
- Read and interpret RFP requirements to validate capture assumptions and solution design and participate in the bid/no-bid decision process.
- Conduct proposal training for company personnel supporting proposal efforts
- Facilitate the development of win themes and differentiators, ensuring they are updated, validated, communicated, and incorporated in the proposal.
- Create Proposal Management Plans (to include schedules, resource matrixes, etc.)
- Analyze RFP/RFQ/RFIs and develop proposal outlines to ensure both compliance and responsiveness to the specific requirements
- Build or review proposal compliance matrixes and track the fulfillment of all requirements
- Conduct regular proposal progress status meetings and maintain/update Proposal Management Plans
- Work with the lead writer to direct writing/editing/rewriting efforts as needed
- Maintain configuration control of documents and deliverables in SharePoint.
- Work with the Volume Leaders to ensure inter-volume continuity and synchronization
- Coordinate and conduct effective Color Team Reviews with internal and external personnel
- Implement practices to ensure that all appropriate Color Team Review comments are incorporated into the proposals
- Perform Quality Assurance (QA) inspection of all proposal deliverables.
- Oversee the development and maintenance of historic proposal information, templates, SOPs, libraries, and tools
- Lead stand-ups during live bids and escalate issues as appropriate
- Oversee and, if needed, conduct proposal production / white glove
- Ensure final product meets responsiveness as well as production requirements (page count, font, etc.)
- Create other response templates as required (Resumes, VPAT, etc.)
- Contribute to general proposal team operations, including training, mentorship, capacity management, budget management, and allocation of surge support.
- Other responsibilities as assigned.
Requirements:
- Bachelor’s Degree with at least 4+ years of related experience, 2+ years’ Federal government proposal management, volume lead, support, and/or writing experience across IDIQs , BPAs , Task Orders/Delivery Orders/Call Orders, and RFIs /Sources Sought Responses
- Understanding of, and experience with, the Federal procurement process and regulations (e.g., FAR) as well as Shipley, APMP Foundation, or equivalent training of best practices in proposal development
- Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., Management, Technical, Staffing)
- Evidence of a successful track record of high quality, high scoring proposal
- Excellent at writing in technical subjects and critical editing skills, organizational, and communication skills and adept at employee relations, including conflict resolution
- Ability to work to meet deadlines
- Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging
- Ability to work well both in a team and independently and manage multiple projects simultaneously
- Strong leadership skills, with the ability to establish and enforce high quality standards
- Strong organizational skills and demonstrated rigorous application of process with discipline
- Experience supervising, mentoring, and training less-experienced capture resources
- A genuine intellectual curiosity and fondness for solving complex problems
- Ability to create original content using interview and research techniques
- Experience supporting a wide variety of solicitation size, complexity, and submission window
