Job Summary
The Senior Manager, Enterprise Training & Operations, strengthens Elevation Health Partners’ organizational capability across all lines of business through training, practice transformation enablement, and operational execution. This role owns the EHP Academy, develops and delivers enterprise-wide practice transformation training, mentors staff, and ensures consistent execution, compliance, and performance tracking across all projects, teams, and roles.
The Senior Manager serves as a trusted thought partner to the COO and senior leadership, translating enterprise strategy into execution by building scalable tools, programs, and processes that support Elevation Health Partners’ Operating Plan and long-term growth across all lines of business.
Essential Functions

- Owns and executes the EHP Academy annual workplan for all lines of business, including onboarding, role-based training, practice transformation, and compliance training.
- Develops and maintains enterprise-wide practice transformation frameworks, playbooks, and toolkits.
- Trains and mentors staff across all lines of business on workflow redesign, change management, operational readiness, and evidence-based quality improvement processes.
- Monitors and reports KPIs across all organizational projects, positions, and lines of business.
- Tracks and reports on enterprise Operating Plan progress, milestones, risks, and dependencies.
- Partners with PMO, Practice Areas, HR, and Operations leadership to ensure consistency and adoption of standards enterprise-wide.
- Develops, maintains, and delivers enterprise-wide training on SOPs, templates, and job aids to enable consistent, scalable execution across all lines of business and functional areas (e.g., proposal development, ClickTime, Monday.com, AI-enabled workflows), and oversees invoicing processes to ensure accurate, timely, and compliant billing across projects.
- Partners with leadership on talent acquisition, onboarding, and workforce planning to ensure staffing capacity aligns with current and projected delivery needs.
- Tracks mandatory training requirements, policy acknowledgements, and project-related compliance.
- Maintains documentation to support audits, funder reviews, and internal reporting.

SUPERVISION
Work is performed under the general direction of the Chief Operating Officer (COO). The Senior Manager develops and executes work plans under the supervision of the COO, aligning activities with organizational priorities, the Operating Plan, and established policies. The role exercises a high degree of independence in organizing, prioritizing, and carrying out work, including determining appropriate methods and approaches to achieve objectives.
The Senior Manager is expected to address routine and complex operational, training, and practice transformation needs by applying professional judgment and adapting approaches to meet organizational goals. For new initiatives or special projects, the COO provides overall direction, objectives, timelines, and priorities, while the Senior Manager independently manages execution and follow-through.
Work is reviewed periodically by the COO to ensure alignment with organizational goals, quality standards, and policy requirements.
The Senior Manager has access to confidential and sensitive information, including employee and client confidential materials and protected health information, and is expected to maintain confidentiality in accordance with organizational policies and applicable regulations.
The Senior Manager provides direct and/or functional supervision to staff supporting training, practice transformation, and operational initiatives. Supervisory responsibilities may include participating in hiring and onboarding, assigning and reviewing work, providing coaching and performance feedback, and supporting professional development, in collaboration with the COO, Supervisors, and Project Directors.
PHYSICAL AND MENTAL REQUIREMENTS
Employee works remotely and is required to walk, sit, talk/listen and use hands more than 2/3rds of the time. Normal vision is required for the position. Equipment operated includes office machines and computers. Employee may be required to travel up to 50% of the time with travel out of state up to 25% of the time. There may be months of no travel. Employee may be required to be onsite at clinical practice settings and will be subject to the onsite requirements of guests and volunteers as may be determined by the client organization. To support onsite work at client facilities, the employee is required to obtain an annual flu shot, complete COVID-19 vaccination and boosters, and comply with other vaccinations as may be required by the client location. Employees must follow CDC guidelines for COVID-19 or other future communicable diseases that reach pandemic proportion, in work-related activities, including mask-wearing, social distancing, and quarantining recommendations. The employee must deliver high-quality work under pressure and adapt to changing business, clients, and conditions.
Job Qualifications
- Master’s degree in public health or related field, with at least 8 years of hands-on experience, and
leadership in practice, coaching or practice improvement in a health care setting, and experience using a practice transformation framework (e.g., Center for Excellence in Primary Care’s Building Blocks of High Performing Primary Care)

- Knowledge of Lean methodologies, rapid cycle quality improvement, and PDSA models
- Knowledge of primary care practices serving Medi-Cal populations work, FQHCs, and community
health centers
- Strong proficiency in Microsoft Office (Excel, PowerPoint).
- Experience with project management platforms (e.g., Monday.com) and LMS tools preferred.
classification, Benefits, & Compensation
This is a full-time, exempt position and will report to the COO. Must be authorized to work for any US employer. Elevation Health Partners is California-based and operates within the Pacific Standard Time (PST) time zone. Elevation Health Partners supports a work-from-home arrangement, subject to client and/or project needs.

The Senior Manager, Enterprise Training and Operations role corresponds to an annual salary of $90,000 to $150,000, depending on the education, skills, and years of experience.
