You are:
A seasoned professional, enthusiastic about advocacy for the disabled and navigating the polices, regulations and stakeholder engagement for equalizing the opportunities for the disabled community. Your expertise in the American with Disability Act, Section 504 of the Rehabilitaion Act, or the Olmstead: Community for Everyone integration initiative will be pivotal as you help shape the policies, predict impacts, assess compliance, and evaluate enforcement mechanisms in support of the Department of Health and Human Services Office of Civil Rights (OCR). Your job may engage your skills and knowledge in:
- Providing expert consultation in the form of research, briefings, and written documents on OCR’s disability portfolio for the OCR Director and Deputy Directors.
- Developing recommendations and roadmap for the OCR mission activities, program goals and strategic objectives for OCR Executive Leadership and Stakeholders.
- Providing recommendations regarding improving the quality and efficiencies of OCR’s Olmstead/community integration initiative or other disability nondiscrimination projects, activities, and mission.
- Coordinating with OCR leaders to evaluate program efficiencies, identifying areas of overlap, and providing and implementing recommendations for improvements and/or consolidation of workstreams.
- Conducting outreach activities on OCR’s disability portfolio such as outreach to stakeholders, media relations and special initiatives to maximize the impact of OCR’s mission activities, program goals and strategic objectives.
Specific Qualifications
EDUCATION/EXPERIENCE
Minimum educational experience is a law degree (J.D.) from a law school accredited by the American Bar Association (ABA) or a Master’s degree from an accredited university.
At a minimum, four years of specialized experience addressing disability discrimination and related matters. Must have expert understanding of disability discrimination or the service needs of a person with disabilities. Experience must be equivalent to at least four years specialized experience equivalent to the GS-15 level in the Federal Government.
Example of the type of experience sought include:
- Experience with State Medicaid programs and waivers that support home and community-based services, or
- Experience with working as an expert consultant or expert witness in an Olmstead matter, or
- Experience in the federal rulemaking process.
