You are:

An IT System Developer V who thrives on analysis, design, implementation, and maintenance of new or existing software applications. 

Your skills and knowledge include:

  • Expert knowledge of software development platforms, programming languages, advanced server administration, and design patterns.
  • High-level understanding of Project Management methodologies.
  • Expert knowledge of operations, programming techniques, and capabilities of computer platforms, software, systems, servers, and peripheral equipment.
  • Expert knowledge of systems analysis, system design, database, and client service architecture.
  • Knowledge of supervisory principles and practices.
  • Ability to evaluate program situations in terms of IT applications and cost effectiveness.
  • Ability to translate user requirements into successful applications.
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Ability to establish and maintain effective working relationships.

Examples of work you may perform include:

  • Serving as technical expert responsible for coordination, oversight, and completion of multiple projects.
  • Setting deadlines, assigning responsibilities, and monitoring/summarizing progress of projects.
  • Supervising lower-level System Developers and mentoring others across departments and agencies.
  • Reporting to upper management regarding status of projects.
  • Facilitating and ensuring compliance with change management procedures.
  • Designing and developing major internal and external systems and sub-systems.
  • Supporting desired program outcomes.
  • Developing and maintaining infrastructures supporting hardware and software planning and evaluation.
  • Serving as technical lead at production support meetings and acting as liaison between users and staff.
  • Facilitating functional analysis meetings.
  • Representing department at IT meetings at state or national level.
  • Reviewing performance of personnel and equipment.
  • Managing vendors to ensure system deliverables and activities are in conformance with the contract.
  • Maintaining applications on test and production servers; acting as server administrator.
  • Must supervise assigned staff.
  • Collaborating with senior management to develop system strategies and standards.
  • Performing related duties as required.

Specific Qualifications

EDUCATION/EXPERIENCE

  • Bachelor’s degree in computer science AND five (5) or more years of experience in computer or network support, programming or analysis, or database administration
    OR
  • Associate’s degree in computer science or college-level coursework that includes 15 computer science credits AND six (6) or more years of experience in computer or network support, programming or analysis, or database administration
    OR
  • Ten (10) or more years of experience in computer or network support, programming or analysis, or database administration.
