- Thorough knowledge of operations, programming techniques, and capabilities of computer platforms, software, networks, telecommunications, and peripheral equipment.
- Thorough knowledge of systems analysis, system design, and database architecture.

Examples of work you may perform include:
- Provide high-level leadership and management for planning and oversight on multiple activities across the enterprise.
- Assist agency staff's evaluation of pending legislation for IT impacts and opportunities.
- Work with groups across government on relevant projects.
- Work with public interest groups.
- Work with state, regional, and national groups to help formulate policies, IT strategies, and advocacy.
- Management oversight for performance analysis of databases and/or system development/support.
- Establish and maintain systems/infrastructure to support systems/application development across divisions and departments.
- Develop strategies and tactics to enhance IT efficiency and effectiveness.
- Collaborate with senior management to develop system strategies and standards.
- Provide technical insights to the design and creation of solutions based on organizational mandates, direction, operations, processes, and principles.
- Develop and administer IT budget for multiple projects and/or functional IT units.
- Direct professional development and training of assigned staff.
- Develop requests for proposals, enters into contracts with vendors, and monitors vendor performance.
- Organize meetings with business champions, management, or IT management to define procedures, plan strategic direction, or explore technology direction
Specific Qualifications
EDUCATION/EXPERIENCE
- Ten (10) years or more experience in computer sciences, business administration, public administration, mathematics, technical operations management, or providing support to staff within an IT environment.
OR - Four (4) years or more in an IT Manager role with a combination of experience in computer operations, IT management/administration, or supervisory responsibilities.
- Master's Degree (Preferred)
