Job Title:             National Reception and Placement (R&P) Program Manager-USRAP

Position Summary:

The National Reception and Placement (R&P) Program Manager will oversee the initial resettlement functions of the Reception & Placement (R&P) program, funded through a Cooperative Agreement with the Bureau of Population, Refugees & Migration in the State Department. The position will collaborate with the Assistant Director, USRAP, to provide leadership and direction to the R&P program, ensuring a seamless and integrated system that promotes successful resettlement and integration of refugees within IRUSA’s affiliate network. The position will report to the Assistant Director - USRAP.

Essential Duties and Responsibilities:

  • Maintain current knowledge of the R&P program and ensure that programmatic updates are shared with the affiliate network in a timely manner.
  • Keep abreast of network activities, including staffing changes, monitoring, and training schedules.
  • Oversee the grant operational aspects, including periodic reporting, documentation & data quality, performance tracking, and compliance monitoring.
  • Oversee the onboarding of new IRUSA affiliates, including R&P training and ongoing technical assistance.
  • Liaise with relevant stakeholders to develop new programming to support refugees’ self-sufficiency and long-term integration.
  • Coordinate with the USRAP team and other departments to respond to and prepare proposals for program services, and coordinate the implementation of new programs, providing oversight and monitoring through execution.
  • Provide support to IRUSA’s affiliates across the country by establishing channels for ongoing communication and conducting training needs assessments.
  • Provide mentorship and supervision to the R&P team, with direct reports, including the National R&P Technical Specialist, the System Support Coordinator, the Data and Report Processing Coordinator, and the Monitoring and Evaluation Specialist.
  • Represent IRUSA during periodic convenings and other events.
  • Perform other duties as assigned.

Qualifications & Competencies:

  • Undergraduate degree required; graduate degree preferred.
  • 7-10 years of progressive work experience in social services or human assistance programs, including management of diverse teams and understanding of or experience with effective case management practices.
  • Knowledge of U.S. Refugee Program required; previous work experience at a national resettlement agency is preferred.
  • Leadership & Resource Management: Ability to lead, mentor, and supervise program staff, and exercise good stewardship of the organization’s resources.
  • Prior experience in responding to and preparing proposals for program services.
  • Project management experience highly desired.
  • Experience in managing federal grants preferred.
  • Knowledge of refugee information systems (IRIS) and familiarity with case management software, a plus.
  • Well-organized with keen attention to detail; ability to prioritize and delegate duties and meet deadlines in a fast-paced environment.
  • Ability to travel up to 30% of the time to operating sites and other domestic locations.
