Job Title:         Finance Coordinator – USRAP

Position Summary:

The Finance Coordinator will manage, coordinate, and review financial reporting with IRUSA’s Reception and Placement (R&P) Institutional Partner(s) (IP) and IRUSA Affiliate Sites. This position will enhance expenditure tracking, oversee budgetary compliance, and ensure proper financial reporting from the IPs and Affiliate Sites. The Coordinator will maintain regular communication to address any reporting shortfalls and provide financial guidance, ensuring efficient and compliant use of program funds.

Essential Duties and Responsibilities:

  • Manage, coordinate, and review periodic financial reporting from IRUSA Affiliate Sites for R&P program.
  • Assist with budget preparation, drafting budget narratives, running periodic budget vs. actual reports, and preparing ad-hoc financial reports.
  • Review financial invoices including supporting documentation submitted by R&P’s Affiliate Sites to ensure compliance with respective agreements and financial guidelines.
  • Prepare and submit quarterly financial reports to funding agencies and stakeholders in compliance with cooperative agreements.
  • Ensure reports are received by their deadline, perform necessary verifications, flag any issues to the IPs or Affiliates, and work to resolve them promptly.
  • Provide financial guidance to the Affiliate Sites’ financial teams to enhance their budget control and financial reporting capabilities.
  • Review compliance of financial reporting, focusing on direct assistance spending, including flex funds, and monitor the spend-down of private direct assistance provided to R&P clients.
  • Monitor R&P expenses and direct assistance provided to R&P clients Affiliate Sites, ensuring proper allocation and usage of funds.
  • Analyze spending trends in direct assistance and administrative costs, identifying and reporting areas of concern.
  • Maintain up-to-date expertise in R&P program requirements and ensure that Affiliates remain compliant with any changes.
  • Analyze the financial impact of new requirements on direct assistance and administrative spending by Affiliate Sites, ensuring alignment with compliance standards.
  • Assist with the overall national R&P budget, tracking expenditures and providing financial analysis across the program.
  • Perform other ad-hoc financial projects and responsibilities as assigned by the Finance Department related to the R&P Program.

Qualifications and Competencies:

  • Bachelor’s Degree in accounting; advanced degree is a plus.
  • 2-3+ years of experience managing budgets and spending in the refugee resettlement field; demonstrated in-depth knowledge of US resettlement programs and US government contract regulations.
  • Advanced computer skills: Advanced knowledge of Microsoft Excel and all MS Office applications; experience with cloud-based planning tools, PowerBi, and ERP systems is desirable.
  • Strong financial analysis and reporting skills with experience in multi-partner environments and complex financial regulations.
  • Excellent written and oral communication skills, with the ability to communicate effectively with colleagues and partners, including IPs and Affiliate Sites.
  • Multi-cultural sensitivity and ability to work effectively as part of a diverse team.
  • Strong organizational skills with the ability to handle multiple tasks, set priorities, manage time efficiently, and meet deadlines; exceptional attention to detail.
  • Ability to be flexible and work well under pressure in a fast-paced team environment; aptitude for learning and adjusting to frequent changes in processes.
  • Must be able to travel to IRUSA offices as needed.
  • Flexibility in work schedule (i.e. evenings and weekends as necessary) and willingness to travel.
  • Must be eligible to work in the United States.
