Job Title:  US Programs Monitoring and Evaluation Coordinator

Islamic Relief USA (IRUSA) is seeking a Monitoring & Evaluation (M&E) Coordinator for its US Programs to work in the Programs Department at IRUSA headquarters in Alexandria, Virginia. The US Programs Monitoring & Evaluation Coordinator will contribute to implementing the monitoring, evaluation and learning activities within IRUSA’s Programs in the US. S/he will support US Programs teams in strengthening the current MEAL processes and methodologies as well as assist in the review of proposals and reports, collection and analysis of data from program monitoring and conduct of program reviews and evaluations. The candidate must show the commitment to IRUSA’s faith inspired values and principles as well as a commitment to the vision and mission of the organization. The position reports to the Manager, Programs Quality and Learning.

 

Essential Duties and Responsibilities: 

  • Participate in US program/project development (i.e. proposal writing) through assisting in project design and lead on the development of logical frameworks and Monitoring, Evaluation, Accountability and Learning (MEAL) plans in project proposals.
  • Contribute to ensure projects/grants comply with IRUSA’s Programs policies and procedures, including with IRUSA’s MEAL Framework.
  • Support accountability by establishing good communication and information sharing within and outside the organization and facilitating participation of community and other stakeholders at all stages of the project cycle.
  • Assist in improvement of MEAL processes and methodologies in US Programs in IRUSA.
  • Develop MEAL tools and templates for US Seasonal Programs and US Domestic Grants. 
  • Support the development of a results framework for assigned projects, including identification of appropriate indicators, measurement methods and critical assumptions.
  • Undertake periodic project monitoring visits to the field to observe project processes and outcomes with appropriate documentation of the findings including the key achievements, challenges and recommendations.
  • Share M&E field visits information within the program department and with other departments within the organization.
  • Contribute to implementation of the MEAL plans set for IRUSA-funded projects in coordination with the relevant team members.
  • Participate in the implementation of selected US project baselines, mid-term reviews and project close out reviews and support the US Programs teams in reporting on key project achievements, results, lessons and recommendations.
  • Assist in collecting, analyzing and sharing regular informal feedback from beneficiaries and project stakeholders and facilitate its use.
  • Support periodic assessments in coordination with the program team and share findings, lessons learned and recommendations, and follow-ups on recommendations.
  • Assist in timely trend analysis of monitoring data to support project reporting and decision making.
  • Contribute to institutional learning processes, track programs’ best practices and disseminate them to internal stakeholders.
  • Produce documentation (synthesis, news articles, blogs, presentations/webinars) on projects’ success, failures, lessons and innovative solutions.
  • Support US programs staff to improve program quality through the provision of on-the-job support. 
  • Participate in US programs project review meetings to support and validate the data collected and suggest for improvement.
  • Support the use of information and communication technologies (ICT) for project MEAL, as required.
  • Support the implementation of data quality controls to ensure the integrity of project data.
  • Contribute to the design/maintenance of IRUSA’s Grants Management System (GMS) and ensure that it includes all features needed to capture, analyze and report on programs’ results.
  • Support the implementation of reporting systems. 
  • Support identification of innovation in programming and contribute to development of pilot MEAL concepts.
  • Perform other duties as assigned.

 

Qualifications and Competencies: 

  • Bachelor’s degree in Social Sciences, Information Systems, economics, statistics or related field (or equivalent experience), preferred.
  • At least 2 years of work experience in the field of monitoring and evaluation in the US context is required, including design and implementation of project and program monitoring and evaluation plans.
  • Familiarity with philanthropy in US is required.
  • Working experience in food security, public health or community development in the US is highly desirable.
  • Excellent knowledge of monitoring, evaluation and learning methodologies.
  • Knowledge and experience with proposal writing and donor reporting requirements.
  • Demonstrated ability to produce high quality M&E reports and other program documents.
  • Demonstrated experience with participatory approaches to M&E and/or collection and incorporation of client feedback data into project implementation.
  • Excellent social, interpersonal and intercultural skills and demonstrated ability to interact with culturally diverse staff and program participants.
  • Ability to manage a variety of activities in a fast moving environment and meet deadlines with attention to detail and quality.
  • Fluent in English and preferably in one other foreign language.
  • Ability to travel domestically (up to 40% travel).
  • Must be eligible to work in the United States.
