Job Title:         Assistant Director of Resettlement Program-USRAP

Status:            Full-time – (Temporary – end date October 2025)

Location:        Alexandria, VA

 

Position Overview:

As the Assistant Director of Resettlement Programs, you will play a pivotal role in the successful implementation and leadership of initial resettlement services, focusing on the Reception and Placement (R&P) Program funded by United States Department of State, Bureau of Population Refugees and Migration (PRM). This position will provide strategic guidance, and ensure compliance with program goals and objectives. This position directly leads the R&P Program and manages program staff. This position reports to the Director of Program.

Essential Duties and Responsibilities:

Leadership of the Initial Resettlement Service Line:

  • Lead all aspects of Islamic Relief USA Reception and Placement (R&P) Program, initial resettlement programs funded in partnership with the United States Department of State, Bureau of Population Refugees and Migration (PRM)
  • Utilize deep and detailed knowledge of resettlement programs and refugee populations to provide oversight and ensure a high standard of service provision
  • Write, prepare, and compile materials for proposals and take the lead on programmatic design, development, planning, and implementation.
  • Develop a sense of teamwork among program leaders; promote a culture that ensures high levels of communication and collaboration between the IRUSA HQ, IRUSA counterpart and R&P Affiliate Organization offices
  • Cast vision and set strategy for network-wide initial resettlement services.
  • Oversee recruitment, hiring, and onboarding for resettlement staff in collaboration with Dept. Director.
  • Strong Understanding of New Site Development Process, Selection of affiliate organization.

Support to IRUSA Reception and Placement (R&P) Affiliates:

  • Provide support to IRUSA R&P services sites, building on strengths and addressing areas of weakness.
  • Assists in developing, revising, and updating IRUSA HQ and affiliate policies, standard operating procedures, and training materials; prepares and conducts training sessions.
  • Serve as an IRUSA HQ expert on initial resettlement programming.
  • Strategic planning on achieving IRUSA goal of becoming National Resettlement organization.
  • Develop and complete NOFO for Initial Resettlement programs in collaboration with other Departments.
  • Ensure submission of periodic programmatic reports to PRM in Consultation with IRUSA Counterpart.
  • Develop and manage national R&P budgets, collaborating closely with the finance department.
  • Design and implement ongoing program evaluation, including on-site monitoring visits, data collection, and program analysis.
  • Participate in relevant committees, working groups, and inter-agency Meetings.
  • Engage in outreach to various communities interested in engaging with resettlement work.

Advocacy, External Relations and Development

  • Partnership: Build positive relationships in relevant sectors and refugee communities. Collaborate with partners to address refugee needs and support an enabling environment for refugee integration
  • Advocacy: Lead local advocacy efforts and support national advocacy efforts; host senior staff, and donor visits; engage in and support community and policy outreach efforts
  • Resource Development: Define resource development strategy and develop a local fundraising plan based on analysis of office and program strengths, service gaps and local environment. Collaborate with colleagues to optimize use of technical support and resources; cultivate local donor relationships to maintain and expand funding bases.
  • Performs other related duties as requested.

Qualifications and Competencies:

  • Master degree required; advanced degree in related field preferred.
  • Minimum 10 years of progressively responsible work experience with social services or humanitarian assistance programs; strong preference for previous experience with direct services delivery to clients in cross-cultural environments and with minimum three-year HQ Experience in Reception and Placement (R&P) program.
  • Demonstrated staff management, program development, monitoring, evaluation, and advocacy experience.
  • Financial management experience, including effective management of budgets.
  • Proven people management skills; demonstrated ability to deliver results and translate words into action.
  • Superior organizational skills: ability to set priorities and effectively manage time in a fast-paced team environment
  • Keen diplomatic and interpersonal skills; ability to enhance internal and external relationships, including with partners and donors. Ability to work successfully and with utmost integrity and respect in cross-cultural environment.
  • Ability and willingness to travel up to 30 %.
  • Must be eligible to work in the United States.
