Title: National Reception & Placement (R&P) Technical Specialist, USRAP

Position Summary:


This position sits within the headquarters resettlement team which oversees the implementation of Reception and Placement (R&P) Program post-arrival services for refugees. The team supports IRUSA local office staff in implementing high quality programs by providing technical assistance, training and monitoring. The National R&P Technical Specialist, U.S. Refugee Admissions Program (USRAP) primary activities include supporting the Refugee Resettlement Program Manager in designing workflows, designing systems and assessing and ensuring the quality of R&P program implementation. The Specialist supports field  offices to  achieve  compliance  and  programmatic  objectives  through communication, technical assistance, and monitoring support.  The  Specialist develops long-term bilateral relationships with  key  staff  in  all  local offices  and  supports  IRUSA  HQ  with  program  management responsibilities and will report to the Assistant Director of USRAP. This position lasts for the duration of the project period, through September 30, 2025.


Major Responsibilities: 

  • Assist with overall management and implementation of the Reception and Placement Program with primary focus on technical support to local staff implementing the program as well headquarters activities such as monitoring, proposal writing and donor reporting. 

  • In collaboration with other HQ teams, ensure high quality R&P data integrity and collection including client financials across database and enterprise resource platforms. 

  • Respond to daily inquiries from local offices regarding program compliance and implementation.

  • Conduct internal monitoring visits that involve meeting with various stakeholders; reviewing program files; interviewing local office staff, refugee families, and community leaders; issue reports with corrective actions.

  • Responsible for submitting, reviewing, and training on family reunification applications for affiliates.

  • Collaborate with local offices to implement changes that will increase program quality for clients and monitor progress toward goals. 

  • Contribute to the annual proposal and all donor reports by collecting, review and analyzing data as well as producing narrative content.

  • In concert with the Refugee Training Specialist, carry out the national R&P training plan which will include developing content and leading both in-person and remote training sessions.

  • Support coordination of PRM monitoring visits by reviewing case files, training plans, questionnaires, reviewing findings with offices and conducting follow-up desk monitoring. 

  • Coordinate the completion and compilation of required documentation for new R&P sites, including statements of rationale and abstracts, for submission to PRM. Support as needed with the overall R&P application process.

  • In collaboration with the Refugee Training Specialist, develop compliance guidance (Program Announcements, reference manuals) based on review of program guidelines, analysis of monitoring results, and other changes.

  • Identifies new sites for expansion of the program and establishes strong IRUSA resettlement offices with the support from the manager, Assistant Director and other IRUSA departments

  • Any other duties as assigned by the supervisor


Job Requirements:

  • Bachelor’s degree or equivalent combination of education and work.

  • Minimum five years progressive non-profit experience, preferably with experiences in the Reception and Placement Program.

  • Previous experience in leading program implementation, monitoring program compliance and providing technical assistance required.

  • Demonstrated in-depth knowledge of US Refugee Resettlement Programs;

  • Demonstrated proficiency in coaching and/or mentoring and project management

  • Financial discernment and experience with matching fund requirements, budget development and in-kind allowability and tracking.

  • Demonstrated command of databases, MS Excel and evidence-based decision making.

  • Experience implementing the Reception and Placement Program at local or national level.

  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.

  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.

  • Strong analytic problem-solving skills.

  • Ability to work both independently and in a dynamic, cross-functional global team structure.

  • Highly proficient in Microsoft Office suite.

  • Demonstrated ability to work effectively with stakeholders at all levels

  • Ability to manage others and work through change in a proactive and positive manner. 

  • Eligible to work in the USA

  • Standard office working environment.

  • Up to 30% of domestic travel as needed.

  • This position may be eligible for a hybrid work schedule.
