Title:           New Site Development Specialist, USRAP

Position Summary:

This position sits within the headquarters resettlement team which oversees the implementation of Reception and Placement (R&P) Program post-arrival services for refugees. Its primary activities include capacity building, community engagement, training and evaluation of program activities. The New Site Development Specialist, U.S. Refugee Admissions Program (USRAP) is the technical lead to support expansion of IRUSA’s growing network of resettlement sites. The Specialist is an expert in the Reception and Placement (R&P) program with profound experience in its diverse implementation. The Specialist will work on creating new partnerships with external non-profit agencies that may be interested in resettling refugees with IRUSA. The specialist leads identification and establishment of new sites for IRUSA to establish new resettlement offices nationally. The position is responsible for advising and guiding national and local management at potential new resettlement partners on IRUSA’s standards of R&P program excellence. The Specialist reports to the Assistant Director, USRAP.


Essential Duties and Responsibilities:

  • Manages outreach and maintains regular communication with state refugee coordinators, executive leadership of national and local social services agencies as well as IRUSA senior leadership.
  • Conducts extensive outreach and networking with US-based social service entities to propose and gauge suitability for participation in the Reception and Placement Program.
  • Serves as the focal lead supporting the identification, recommendation and development of new IRUSA and partner affiliate sites, including consultations with state and local stakeholders.
  • Develops manuals and establishes systems that guide establishment of new sites for IRUA
  • Conducts in-person and remote qualitative and quantitative assessments of potential new sites to determine suitability.
  • Reviews existing new site development materials and update to reflect current reality.
  • Creates clear and simple Standard Operating Procedures (SOPs) and tools outlining IRC’s new site development approach.
  • Conducts vetting of new partners according to IRUSA’s Grants Policy.
  • Coordinates the completion and compilation of required documentation for new R&P sites, including statements of rationale and abstracts, for submission to PRM.
  • Supports as needed with the overall R&P application process.
  • Ensure regular communication with key stakeholders, both internal and external, on potential new sites that are under consideration.
  • Play a leadership role in key strategic and project roles, as assigned.
  • Performs other duties as assigned.


Qualifications and Competencies:

  • Bachelor's Degree in a related field required, Master’s degree in Social Work, International Affairs, or related field highly desirable.
  • Minimum five years progressive work experience in the field of refugee resettlement at national and/or local level.
  • Minimum 3 years program management and grants submission experience preferred.
  • Demonstrated experience managing external stakeholders and diplomatic communication skills.
  • Previous experience with the R&P program with new site development.
  • Familiarity with existing refugee resettlement systems and refugee resettlement structures
  • Excellent verbal and written communication skills as well as an overall ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
  • Strong analytic problem-solving skills.
  • Ability to work both independently and in a dynamic, cross-functional global team structure.
  • Highly proficient in Microsoft Office suite.
  • Demonstrated ability to work effectively with stakeholders at all levels.
  • Ability to manage others and work through change in a proactive and positive manner.
  • Standard office working environment.
  • Up to 40% domestic travel as needed.
  • This position may be eligible for a hybrid work schedule.
  • Must be eligible to work in the United States.
