Title:                    Finance Specialist- USRAP

Position Summary:

The Finance Specialist manages, coordinates, and reviews financial reporting with IRUSA’s Reception and Placement (R&P’s) Institutional Partner(s) (IP). The position is responsible to enhance expenditure tracking of the IP’s financial reporting and maintain regular communication to address any reporting shortfalls. He/she will need to provide capacity building to the IP with regards to their budget control functions. The Finance Specialist reports to the Refugee Manager and coordinates with the (United States Refugee Admissions Program) USRAP. 


Essential Duties and Responsibilities:

     Manages, coordinates, and reviews periodic financial reporting of R&P’s Institutional Partner(s).

  Responsible for budget preparation, drafting budget narratives, and analysis of cost trends for ad-hoc financial reporting needs. 

     Ensures reports are received by their deadline, performs necessary verifications, flags any issues to the IP, and strives to have them resolved on time.

     Provides guidance to the IP’s financial team to improve their budget control and financial reporting capabilities.

     Reviews compliance of IP’s financial reporting in line with direct assistance spending including flex funds as well as monitors spend down of additional private direct assistance given to R&P clients.

      Monitors R&P expenses and direct assistance given to R&P clients through the IP.

      Analyze trends in direct assistance and administrative spending and inform the Controller on areas of concern.

      Maintain up-to-date subject matter expertise in R&P program requirements.

      Analyze impact of new requirements on direct assistance and administrative spending by IP and assess compliance.

      Assist the Finance Department with budget development of Matching Grant (MG) and Preferred Communities Programs including drafting budget narratives, running periodic budget vs. actual and preparing ad-hoc financial reports.

      Responsible for the overall budget, including tracking expenses for the Resettlement and Placement program nationally.

      Other ad-hoc projects and responsibilities as assigned by the Finance Department in relations to the R&P Program.

      Performs other duties as assigned.



Qualifications and Competencies:

      Bachelors’ is Degree in accounting; advanced degree a plus.

     2-3+ years of experience in managing budgets and spending in refugee resettlement field; demonstrated in-depth knowledge of the US resettlement program and US government contract regulations.

      Advanced computer skills: Advanced knowledge of Microsoft Excel and all MS Office applications; experience with cloud-based planning tools, PowerBi and ERP systems is desirable.

      Excellent written and oral communication skills - the ability to communicate effectively with colleagues and partners.

      Multi-cultural sensitivity and ability to work as a member of a team.

      Strong organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines; exceptional attention to detail.

      The ability to be flexible and work well under pressure in a fast-paced team environment; aptitude for ongoing learning and adjusting to frequent changes in processes.

      Must be able to travel to IRUSA offices, as needed. 

      Flexibility in work schedule (i.e. evenings and weekends as necessary), willingness to travel.

      Must be eligible to work in the United States.
