Title:        National Pre-Arrival, Allocation, and Processing Manager-USRAP

Position Summary:

The National Pre-Arrival, Allocation, and Processing Manager will lead the strategic development and execution of all pre-arrival functions critical to refugee resettlement. This position will report to the Assistant Director of Resettlement Program. This role involves overseeing the pre-arrival unit, ensuring efficient case placements, and liaising with PRM and internal stakeholders. The Manager will handle day-to-day operations, provide strategic direction, and ensure compliance with PRM guidelines while also facilitating smooth coordination between affiliates and other partners.

 

Essential Duties and Responsibilities:

  • Develop and implement a comprehensive strategy for pre-arrival operations to align with IRUSA’s mission and PRM requirements.
  • Ensure that pre-arrival processes are scalable and adaptable to accommodate the growth of the organization.
  • Provide strategic oversight and long-term planning for pre-arrival operations.
  • Oversee the daily operations of the pre-arrival unit, including managing staff performance and ensuring the efficient execution of all pre-arrival functions, such as assurances, transfers, and other related tasks.
  • Lead allocation meetings on behalf of the IRUSA network in coordination with the institutional partner to decide on the distribution of refugee cases to resettlement sites.
  • Coordinate with the institutional partner to handle the assignment of cases based on site capacity, needs, and other factors, and ensure alignment with PRM allocation decisions.
  • Ensure that all pre-arrival processes comply with PRM guidelines and regulations, and continuously monitor operations to maintain high standards of quality and efficiency.
  • Serve as the primary point of contact between IRUSA, its institutional partner, and PRM regarding allocation decisions and pre-arrival issues, and engage with these partners as needed to ensure smooth coordination.
  • Coordinate with site managers, family reunification specialists, and other stakeholders to ensure smooth and effective pre-arrival operations.
  • Communicate with PRM and other external partners to address any issues or adjustments needed in the pre-arrival process.
  • Develop and implement Standard Operating Procedures (SOPs) for pre-arrival functions to ensure consistent and effective operations as the unit evolves.
  • Supervise and support the pre-arrival team, providing guidance, support, and professional development opportunities.
  • Foster a collaborative and high-performance work environment within the pre-arrival unit.
  • Oversee data collection and reporting related to pre-arrival activities, ensuring accurate and timely updates.
  • Work with the Data and Reporting Analyst to review and interpret data, and use insights to drive decision-making and operational improvements.
  • Manage administrative tasks related to pre-arrival operations, including scheduling, documentation, and office management.
  • Performs other duties as assigned. 

 

Qualifications and Competencies:

  • Bachelor’s degree in International Relations, Social Work, Public Administration, or a related field (Master’s preferred).
  • Minimum of 7 years of experience in refugee resettlement or a related field, with significant experience in pre-arrival operations and team management.
  • Proven track record in strategic planning, operational management, and stakeholder coordination.
  • Strong understanding of PRM guidelines and federal regulations related to refugee resettlement.
  • Excellent leadership, organizational, and communication skills.
  • Ability to work effectively in a dynamic and fast-paced environment.
  • Experience in creating and presenting reports for executive leadership is highly desirable.
  • Must be eligible to work in the United States.
