Northramp is seeking an experienced and dynamic Director to establish and lead the State and Local Government Sector within our federal consulting business. This role will be responsible for developing and executing a strategic vision to expand Northramp’s presence in the state and local government technology consulting market.

We are currently looking for a self-starting leader with the following demonstrated capabilities:

Strategic Leadership & Market Expansion:

  • Define and implement a comprehensive growth strategy for the state and local government sector.
  • Collaborate with executive leadership to set market goals, objectives, and procedures.
  • Develop and execute strategic initiatives to build brand recognition and market presence.

Business Development & Capture Management:

  • Identify, qualify, and pursue new business opportunities within state and local government agencies.
  • Leverage existing relationships and establish new partnerships to drive business growth.
  • Lead the development of capture strategies, review solicitations, and oversee proposal efforts to secure contracts.
  • Maintain a robust pipeline of new business opportunities to ensure consistent revenue growth.

 Client Engagement & Delivery Oversight:

  • Cultivate strong client relationships to understand business needs and align Northramp’s services to deliver value.
  • Oversee the successful execution of IT modernization and transformation projects.
  • Ensure delivery excellence by coordinating with project teams and providing executive oversight.

Thought Leadership & Industry Representation:

  • Represent Northramp in industry organizations, conferences, and events to enhance credibility and visibility.
  • Contribute to industry discussions, author thought leadership articles, and advocate for Northramp’s expertise in the sector.

Team Growth & Development:

  • Collaborate with the Director of People Operations to identify personnel needs and build a high-performing team.
  • Foster a culture of innovation, collaboration, and professional development within the team.

Required Qualifications

  • Bachelor’s degree in Computer Science, Business Administration, or a related field.
  • 8-10+ years of experience in business development, capture management, and program execution with 3-5 specifically in the state and local government sector.
  • Proven success in growing state and local government accounts (demonstrated by at least two examples).
  • Strong experience in project management, solution architecture, and financial/operational modeling.
  • Ability to lead and influence cross-functional teams while managing multiple priorities.
  • Excellent communication, public speaking, and stakeholder management skills.
  • US Citizenship required; candidate must be able to pass a security investigation and meet eligibility requirements for access to classified information
